So this is the safe zone for Gaza's population of over 2,000,0000. [Link to AP]
So that's around 3.25 m2 per person [about 35 square feet]
Perhaps I am naive but I assume adequate provisions have been made for:
Shelters and Access
Security Service
Medical Services
Water and Sanitary Services
Food Distribution Points
Electricity and power.
To do anything less would not be right in my humble opinion.
