Russia has a manpower problem — as in they need more bodies to waste on the battlefield of Ukraine, but they don’t want to have to draft the young men of Moscow and St. Petersburg. That might prompt civil unrest.
So they are sweeping the country of various undesirable types.

Chaplinka is in occupied Kherson Oblast.
That’s pretty rich of Russia to accuse anybody else of war crimes. But as I say below, irony died in Russia a long time ago.
They went on to describe the attack as "a blatant war crime of the Kyiv regime" which is code for "something important got hit." I also do not believe this is the only site that got hit. It is just the one they want to show right now.

It never ceases to amaze me how many Russians think that the way to solve their grievances is to make a video plea to the authorities. Do they think their government actually gives a shit about them? Does this actually work sometimes?

TBH, Russia has been destabilizing Moldova for 30 years by occupying Transnistria.
The way to end this is to expel the Russian Army from Transnistria.
