Not too many decades ago littering was perhaps frowned upon, but not outside of norms. I remember creek beds filled with beer cans and glass bottles, and it was common to see trash being dumped out of car windows on the highway. Environmental awareness has grown, and signs like “$1,000 fine for littering” are common. In 1987 the California Redemption Fee was instituted, a fee added th the price of container products, that could be redeemed at various places. The number of aluminum cans on the highways and byways decreased precipitously.

I saved my bottles and cans, and waited in line to redeem them at a large facility, which had the bonus of a supply of day-old breads and produce you could pick up, free. People were making a living, driving in with trucks and trailers full of cans…..cash for social change. The number of these redemption facilities has diminished at present.

Now in most areas special waste cans are provided for recycle, also compost in some places. But there is a ways to go. Waste management companies complain about mixing of garbage, recycle containers, and compost. I mention this because in my role on the HOA board of our complex, I monitor this, and I’m continually amazed at the disdain for simple recycling. Lots of recyclable stuff in garbage, including compost. Recently we added more containers such that people don’t have to go more than a few steps from their house. We’ll see if that improves things. There is a financial aspect here; recycle is free so the more we recycle the less garbage pickup will cost us….and it’s expensive.
