Climate risk though still with many unanswered questions, that need to be firmly and conclusively answered. The rebuild necessary for America’s great economic engine needs to be rebuilt, anyway, and our people need a real mission that involves making best use of what we have, not so wastefully.
The risks of massively changing the composition of our atmosphere
Economies of scale require rapid action to be cost effective, as well as multi year certainty, with these things anything becomes possible. the whole focus of the economy -labor to improve the world we live in with all the gifts our technologies and heritage grant us
We really need to build in both connectivity/ last mile systems

Overview
The first 7 is 7 Trillion – size of the first phase, 700 billion from US treasury in 2023 2024 and 700 billion more in 2030-31, primarily underwriting the private capital
The 777 plan is a multi trillion dollar (net Treasury neutral- meaning tax revenues exceed government expenditures) refocusing the US and much of the global economy to optimize living environments and resource usage, to improve global outcomes in education, and useful well paid work for a full decade, investing a generation in a transformation for the next at least two generations.
The primary purpose of the 777 plan is to provide a global framework for to provide a simple direction to drive innovation to focus people on Earth towards building a better environment for themselves and their children, made necessary and urgent by the climate crisis, a subset of the larger “stuff” crisis; Humankind removes 100 BILLION TONS PER YEAR from the environment and turns 67 BILLION TONS PER YEAR into trash or waste gases.
It invests all stakeholders in an upgrade to housing transportation and industry in their neighborhoods, as well as once in several lifetimes chances to develop a new wrinkle on how the world does things Takes advantage of the current gross overuse of resources causing worldwide imbalances, and provides business and citizen certainty buy in and opportunity to profit from massive economic stimulus that causes double digit GDP growth
It provides the financial framework for mass simultaneous action, and provides mechanisms to involve materially potentially all peoples. The raison d’etre is man made climate change, and the resource usage imbalance caused by the very imperfect model our “$$$ capital” economy of consumers & producers operates on vs “the real” resources, goods, & labor economy, amongst economists and knowledgeable concerned citizens as “externalities”
7 Trillion Global portfolio for the Phase 1 Upgrade
( first 2 of 7 years) focus on resource management,
workforce mobilization, resource mapping education & fully funding existing infrastructure upgrades, implementation of dozens per state technology experiments to test for further scaling and to train work forces to eventually build new national systems
5 Trillion domestic
2 Trillion USA 7 local infrastructure bonds
State delineated issuance for multiple image forms
– for state and local infrastructure upgrade funds
Fully fund repairs of all built infrastructure, water, and builds recycling centers
Sold to the American people, pension funds and available at retail banks ( compensation scheme) Max investment and buy in quantities TBD
Funds are kept in State/municipality and local bond purchases tracked by each state, brought into balance with other state surpluses after year 1.
