“All parties need to shoulder the responsibility for ensuring the safety of nuclear facilities, and take concrete actions to cool the situation down,” he said.

Beijing has faced a barrage of criticism from Western countries that say it has not done enough to push Moscow towards a peaceful resolution to the war. But China – which has refused to condemn Russia’s invasion of Ukraine – has maintained that it is making efforts to promote peace.

He also laid blame for the conflict on the West, which has sent arms to Ukraine in a bid to assist it in its fight against the Russian offensive. "If we really want to stop the war, save lives and achieve peace, we should stop sending weapons to the battlefield," Li said. "The painful lessons of how the Ukraine crisis developed to its current state merit deep reflection by all parties," he added.

Amazingly, it took three news sites to get the whole story of Hui’s news conference. China Times did not cover the briefing, South China Morning Post did not mention Hui’s comment on Western weapons, Al Jazeera, mentioned the comment with no reference to its source. However, the coverage of China’s no-peace peace plan has improved considerably in the past three weeks, and most articles call on China to use its leverage to convince Russia to pull its troops out of Ukraine.

In order to preserve its non Ukraine points include in its 12 point plan, China has refused to acknowledge that the conflict in Ukraine began when Russia invaded Ukraine’s territory April 12, 2014. Ukraine must insist that the conflict in Ukraine began when Russian nationals entered Ukraine’s sovereign territory, and it cannot end until Russia leaves Ukraine’s sovereign territory.

Any negotiations on issues between Ukraine and Russia that predates Russia’s invasion of Ukraine should not be a part of negotiations to end hostilities. Any negotiations on issues that exist between the US and Russia or China should not be a condition of peace in Ukraine. If there are such conditions, that makes Russia and China the instigators of a proxy war, not the West.

Insisting on Western nation's cessation of arms shipment to Ukraine is equivalent to insisting that Ukraine stop defending itself. A more reasonable position would be for the invader to withdraw from Ukraine’s sovereign territory to cease hostilities.
