Russia gives China access to Vladivostok [1]

Hello everyone. Been reading the excellent coverage and decided to sign up. I came across this news story and would like to hear comments on it. On May 4th China’s General Administration of Customs announced that Russian authorities have agreed to allow China transit access to the Russian port of Vladivostok. This would make it easier for China to transport goods within China, especially in China’s Northeastern province of Jilin and Heilongjiang, effective as of June 1st. It is thought that the infrastructure in Vladivostok is nowhere near able to accommodate the volume of goods, thus there would be a need for some very large investments in the port. Will this then be the excuse for China to push to control the port? Is this another sign of Russia’s weakened state or is it further evidence of Russia/China cooperation? Haven’t seen much news on this and look forward to any comments
