How to win the economic argument: A Federal Job Guarantee [1]

Despite data showing Democratic administrations soundly beat Republican administrations on all key economic factors, polls show voters still rate Rs higher on the economy.

Also, a key Republican demand is a “work requirement” which is really a way to cut benefits and impose crappy low paying jobs.

A way to counter these is for Biden and Democrats to propose a Federal Job Guarantee (FJG), in which the federal government guarantees a job at a living wage to all who are ready and willing to work.

The FJG fits perfectly into the Biden campaign’s “Freedom” theme, adding freedom to have a job at a living wage to the campaign’s freedom for reproductive rights, LBGTQ rights, and safety from gun violence.

A job guarantee is hugely popular, supported in one poll by 71% of Republicans, 87% of Democrats and 81% of Independents.

Pavlina Tcherneva, the leading proponent of an FJG, describes it as a

program that provides employment to all who need work by drawing from the pool of the otherwise unemployed during recessions and shrinking as private sector employment recovers. Federally funded but with a decentralized administration, the [FJG] program would pay $15 per hour* for both full- and part-time positions and offer benefits that include health insurance and childcare. In addition to guaranteeing access to work on projects that serve a public purpose, the PSE program establishes effective minimum standards for wages and benefits.”
