What is stopping the American People from filing a civil RICO suit against the 1/6 conspirators? [1]

I am wondering what would stop Democratic voters from filing a civil RICO class action suit against the 1/6 conspirators and their supporters in Congress?

As a civil suit, the only requirement is a showing of a preponderance of evidence to show that there was a harm committed, and as a conspiracy this means they didn’t have to succeed in their goal to criminally act but to only have conspired to commit a criminal act.

A finding of guilt means the 14th amendment would come in to play, and we could be rid of the Republicans in Congress that conspired with or provided aid or comfort to TPG in his quest to to commit an insurrection against the United States.

Find some voters in DC, Delaware, Maryland, and Virginia that voted for Biden and have them agree to be members in the suit. They have standing as the harmed parties, as TFG conspired to harm them by denying their right to have their votes counted and matter. File it in the DC Circuit court, where the conspiracy was centered and the main act of the insurrection occurred. What's the worst that could happen? It gets thrown out.

But if it succeeds, we can get all of those who conspired disqualified from governing in the United States...
