Democrats: 51.4 million
non-voting adult US citizens: 137.8 million
USA population ≈336 million.
78% age 18 & up = 262.08 million.
93% citizens = 243.7 million.
243.7 — 54.5 — 51.4 = 137.8.

Actually, I believe the immigrant population skews a bit younger than the citizen population. So the actual number of non voting US citizens is a bit less than 137.8 million. But not a lot less.
