Militia and the 2nd Amendment [1]

An easily implemented idea for significant gun control:
Require three reference letters to be presented and checked before selling anyone a deadly weapon.
Sure, the letters could be from fellow conspirators. Sure, the letters could be forged. Sure, a letter from a lonely kid’s Mom and another one from a shady step dad — hardly reliable. And, yet . . .
For an isolated, lonely, antisocial person, would it not be a significant obstacle before an impulse gun purchase?
But, is it constitutional to require reference letters?
One needs references to coach little league ball. Why not request references before acquiring the ability to terrorize the community?
More seriously, what about the “regulated militia?” The phrase has been rendered meaningless surplusage in the 2nd Amendment. Maybe the phrase is there to imply a potential connection to others who claim for themselves the status of community defenders.
But, seriously, how can a person with no friends ever be part of such a militia? How can a person who can’t provide a single reference pretend to be ready to function in a militia for community defense?
Please understand. I’m not a fan of militiamen. I think they are stupid. But, arming the lone deranged gunman is worse than stupid.
Here’s an objection: “Suppose an isolated individual has been kidnapped and needs to buy a gun - like McNow- to escape kidnappers.” Really? That’s an objection? If he/she can get to a gun dealer, then . . . .
This community loves to ridicule any unusual idea that’s put forward. So, let’s hear a better idea that could actually be implemented.
How much pushback could this idea get, even from the gun nut community? I suspect that even the Oath Keepers don’t want a lone deranged gunman loose in their community. Getting buy-in should be simple.
