How Act Blue and Daily Kos could help reduce fundraising spam [1]

Two separate posts today make it clear that people are fed up with the avalanche of fundraising spam from campaigns. However, what I’ve read about this seems to say that the staff at Daily Kos and Act Blue feel helpless to do anything about this other than call attention to the problem.
It doesn’t seem that way to me. Here are two ideas that I believe could have a significant effect on the problem:
1. Require any campaign/organization soliciting through Act Blue to provide information to contributors about how their personal information will be used, including if it will be shared with other campaigns and how frequently it will be used for direct solicitations. Campaigns found to have violated their promises would be subject to suspension from the Act Blue site for some specified period of time.
2. Collect and publish data on the campaigns/organizations that are the biggest offenders in this area.
Campaigns need to be held to account for this abuse of our goodwill. It shouldn’t be all on us.
