Chicago Sun-Times: J.B. Pritzker declares victory over GOP challenger Darren Bailey by Tina Sfondeles and Emmanuel Camarillo

Democratic Gov. J.B. Pritzker declared victory in his reelection bid over Republican downstate state senator Darren Bailey — in an apparent victory that also clears a path to any future political aspirations. The Associated Press called the race at 7 p.m., based on exit polling. With 20% of precincts reporting, Pritzker led Bailey 60.6% to 36.8%. Pritzker took the stage to deliver a victory speech at 8:13 p.m., citing networks calling the race. Pritzker did his best — in words and in millions of dollars worth of ads — to paint Bailey as an extremist who was too dangerous to serve as the state’s governor. The Democrat zeroed in on Bailey’s staunch opposition to abortion and his support of former President Donald Trump, who endorsed Bailey in the primary. But Bailey was hoping to ride a wave of discontent in the state, especially for those unhappy with President Joe Biden and the economy.

CNN: Tropical Storm Nicole is on track to strengthen into a Category 1 hurricane as it approaches Florida by Aya Elamroussi and Jennifer Gray

Tropical Storm Nicole has gotten stronger – with scattered showers impacting parts of Florida this midterm Election Day – and is expected to strengthen more before slamming the state’s east coast early Thursday as the first hurricane to strike the United States in November in nearly 40 years. Hurricane warnings remain in effect Tuesday for parts of Florida ahead of Nicole’s expected landfall early Thursday morning north of West Palm Beach as a Category 1 hurricane with torrential rain and damaging winds, as many across the state continue to endure the aftermath of Hurricane Ian. “#Nicole is a formidable storm that will have major impacts all along the southeastern U.S. coastline, not only near the center. Coastal flooding, large waves and rip currents will extend from the tip of FL to NC,” the National Weather Service tweeted. With 65-mph sustained winds Tuesday afternoon, Nicole was 395 miles miles east of West Palm Beach and continues to strengthen and get better organized. Starting Wednesday, it is due to produce heavy rain that could lead to dangerous storm surge and high winds, said Jamie Rhome, the acting director of the National Hurricane Center.

Washington Post: Russia’s heavy casualties in Ukraine spark outcry and rare official response by Mary Ilyushina and Annabelle Timsit

RIGA, Latvia — Steep Russian casualties in key battles in eastern Ukraine have prompted an unusual public outcry — and sharp criticism of military commanders — by surviving soldiers and family members of recently conscripted fighters, who say their units were led to slaughter in poorly planned operations. The uproar over battlefield losses near Vuhledar in the Donetsk region prompted an official statement from the Russian Defense Ministry, which sought to play down the reportedly high death toll among soldiers in the 155th Separate Guards Marine Brigade, which led Moscow’s offensive in the area. It was the first time since the start of Russia’s invasion that the ministry has officially responded to reports of mass casualties and criticism of commanders on Telegram, the main platform used by officials as well as by reporters and bloggers covering the Russian war.

POLITICO Europe: Russia, China and Islamic State jump on Musk’s Twitter bandwagon by Mark Scott and Shannon Van Sant

Elon Musk has some new super fans: Russia, China and the Islamic State. After the world's richest man bought Twitter for $44 billion last month, officials and journalists linked to Russia and China — and even some jihadists — urged him to lift restrictions on their use of the platform. So far, their pleas have fallen on deaf ears. But the repeated requests — including from high-profile figures like Maria Zakharova, the spokesperson for Russia's foreign ministry — are part of efforts by these individuals to use Musk’s takeover as a chance to make a comeback on Twitter. Right-wing extremist groups in the West have already heralded Musk's ownership as a signal that they can post hate-filled and potentially illegal content online with little, or no, resistance. Now, Russian and Chinese state-backed Twitter accounts have taken up the same free speech argument, demanding the platform reinstate them, remove labels that identify these accounts as linked to Beijing or Moscow, and allow them to post more freely, including on hot-button topics like the war in Ukraine.

BBC News: COP27: Can India really adopt a climate-friendly lifestyle? By Navin Singh Khadka

In its updated climate action plan submitted recently to the United Nations, India has mentioned adopting an environment-friendly lifestyle as a key way to combat climate change. But can the country balance this with its economic ambitions? Country signatories to the UN climate change convention have to submit a plan - called the Nationally Determined Contribution (NDC) - every five years. This details how they plan to reduce carbon emissions - to help slow global warming - and adapt to the impacts of climate change. India's updated NDC includes measures such as reducing the volume of carbon emissions per unit of GDP and cutting down use of fossil fuels to generate electricity. But at the top of the list is "LiFE - Lifestyle for Environment", a "healthy and sustainable way of living based on traditions and values of conservation and moderation, including through a mass movement".
