New York Times: Supreme Court Rules That Lindsey Graham Must Testify in Georgia Inquiry by Adam Liptak and Richard Fausset
The Supreme Court on Tuesday refused to block a Georgia grand jury subpoena seeking testimony from Senator Lindsey Graham, Republican of South Carolina, about his activities in the aftermath of the 2020 presidential election. The court’s order was one paragraph and did not note any dissents. It said that Mr. Graham had been afforded substantial protections by lower courts, which had ruled that he did not have to testify on subjects related to his official duties. “The lower courts assumed that the informal investigative fact finding that Senator Graham assertedly engaged in constitutes legislative activity protected by the speech or debate clause” of the Constitution, the order said, “and they held that Senator Graham may not be questioned about such activities.” But the Supreme Court’s order refused to block rulings by lower courts that permitted questioning on other topics, and it noted that Mr. Graham remained free to object to questions that implicated his legislative activities.

In the fews days since Elon Musk closed his deal to buy Twitter, far-right users have started to celebrate what they hope will be the ability to freely use homophobic and transphobic rhetoric and make threats on the social media platform. On Saturday, former UFC fighter Jake Shields, who has over 340,000 Twitter followers, appeared to be testing the boundaries of the company's moderation apparatus by posting a photo of a drag queen smiling at a young girl with the caption, "This is a groomer." Shields added, "I was suspended for this exact tweet a month ago so we will see if Twitter is now free." Shields did not respond to NBC News' request for comment.

Brazil's far-right president, Jair Bolsonaro, has broken the silence he had maintained since being defeated in Sunday's presidential election. He thanked voters who had cast their ballots for him but did not acknowledge defeat. But he did not contest the result either, as some had feared he would. His chief of staff, Ciro Nogueira, spoke after Mr Bolsonaro's brief statement saying that the "process of transition" of power would begin. Even though Mr Bolsonaro did not himself acknowledge defeat in his own words, Brazil's Supreme Court released a statement shortly after his speech saying that by authorising the transition of power, he had recognised the result of the election. Combative statements from the president in the past - such as that "only God" could remove him from office - meant that there had been a tense wait for him to appear in public.
AlJazeera: Netanyahu poised to win Israeli election, exit polls show
Former Israeli Prime Minister Benjamin Netanyahu appeared well placed to return to power after exit polls following Tuesday’s election showed his right-wing bloc heading for a narrow majority, lifted by a strong showing from his far-right allies. Israel’s longest-serving premier, on trial for corruption charges that he denies, was poised to take 61-62 seats in the 120-seat Knesset, according to Israeli television exit polls. Caretaker Prime Minister Yair Lapid’s centrist Yesh Atid party was on track for its expected second-place finish, with projections giving it between 22 and 24 seats. The early exit polls may differ from the final result of the election, which is not expected until later in the week. But the results pointed to a stronger-than-expected showing by the right.
DW: Italy to ban 'illegal' raves following Modena party by Elizabeth Schumacher
Italian media reported on Tuesday that 14 organizers of an illegal Halloween rave in the northern city of Modena had been arrested and €150,000 ($149,000) worth of audio equipment had been confiscated. Thirteen of those detained were Italian, authorities said, and one was Dutch. Police announced that they were clearing the last stragglers from the abandoned warehouse, where the "Witchtek" annual party had been going on since the weekend. Far-right Prime Minister Georgia Meloni had announced on Monday that her government "will not turn a blind eye ... to law-breaking," and would move to tighten laws against unlicensed partying. This would bring Italy into step with its fellow EU members, she said. Her Vice Premier Matteo Salvini declared on Twitter that "the fun is over," and wished "everyone a happy Halloween (except those who gathered in Modena to mess around)."

Detroit Free Press: Michigan State football suspends four more players after violence in Michigan Stadium tunnel by Chris Solari
Four more Michigan State football players have been suspended in the wake of the violence that broke out in the tunnel at Michigan Stadium after Saturday night's game in Ann Arbor. Freshman cornerback Malcolm Jones, redshirt junior cornerback Justin White, senior linebacker/defensive end Jacoby Windmon and senior defensive end Brandon Wright bring the total of MSU players suspended after Saturday's events to eight. In a statement released by the athletic department on Tuesday afternoon, MSU AD Alan Haller and head coach Mel Tucker said: "We are transparently working with law enforcement and the Big Ten Conference to evaluate additional facts and evidence surrounding the events in Ann Arbor. We will continue to take appropriate action in this matter as we learn more.
