12th Circuit Court and SCOTUS. [1]

Take a look at this map of the US Circuit Courts of Appeal. There appears to be a big disparity in coverage. The 2nd circuit has a population of 25,666,000 and the fifth circuit has 36,620,000, while in the ninth circuit, composed of nine states and territories, California alone has 39,512,000.
The easy way to fix this inequality would be to make California the “12th” circuit. There are two other non-numbered courts so the real total is currently 13. Adding California would make 14. There is reason to combine the DC and Federal court, to make 13, but more on that later.
There is another inequity: Each SCOTUS justice is assigned one OR MORE circuits to supervise.
Currently Chief Justice Roberts has three (DC, FED, and 4th), Alito has two (3rd and 5th), Kavanaugh has two (6th and 8th), and the other justices have one each. Is it not reasonable to think there should be one justice for each numbered district?
To achieve that, we need three more justices for the current situation. That would make twelve justices, an even number. Adding California as the Twelfth District would make the more desirable odd number of 13.
Biden needs to appoint 4 more justices ASAP.
