Climate Brief: Manchin/Schumer #DirtyDeal Arrests in DC [1]

As members of environmental organizations were arrested yesterday in Washington for protesting the “Dirty Deal” between NY Senator Chuck Schumer and W. V. Senator Joe Manchin, senators on both sides of the aisle are expressing their disapproval of the legislation which includes Manchin’s controversial energy permitting legislation.

Schumer last month agreed to attach Manchin’s permitting bill to the Continuing Resolution in exchange for Manchin’s support of the Inflation Reduction Act.

Machin’s bill would significantly shorten the timeline for review of fossil fuel projects.

Politico reported:

Most Republicans think Manchin’s bill doesn’t go far enough to ease permitting rules, and they’ve rallied around a separate GOP proposal introduced by [Sen. Shelley Moore] Capito. Plus, Republicans aren’t willing to reward Manchin for cutting a deal with Schumer over the summer that allowed Democrats to pass their signature climate and health law without GOP votes. Meanwhile, a growing chorus of Senate liberals and House progressives are calling to separate the temporary funding patch from the energy permitting provisions. Sen. Elizabeth Warren (D-Mass.) said Thursday that she wants a separate vote on the short-term funding bill, while Sen. Bernie Sanders (I-Vt.) has said he’ll vote against the stopgap if it includes permitting measures.

Asked if Manchin’s bill could get enough Republican votes to overcome an expected filibuster and pass the Senate, Sen. Kevin Cramer (R-N.D.) replied: “Not even close.” “I think it does as much harm as good, if it does any good at all,” Cramer said. “If you own a pipeline in West Virginia, it’s really great. Other than that, I don’t see a lot of value to it.”

The Manchin bill would provide the framework to issue a permit to the Mountain Valley Pipeline, a 330-mile natural gas pipeline, which extends through West Virginia to Virginia. Work on the pipeline has been stalled for seven years.

Communities across Virginia that have been battling the Mountain Valley Pipeline for years have been holding their breath since the news broke about a backroom deal tied to passage of the Inflation Reduction Act. The deal is a wish list for the fossil fuel industry that would eradicate all the efforts by community members, state legislators and advocacy groups to receive fair consideration of the Mountain Valley Pipeline and stack the deck in favor of future projects. www.washingtonpost.com/...

Republican Sen. Kevin Cramer of North Dakota predicted that the stopgap will have to move forward without the energy permitting provisions, citing pushback on the left and the right. Instead, they’d likely need to move forward on a “clean” bill, he said.

“I just don’t see any enthusiasm for Joe’s package,” Cramer said. “And if people like Tim Kaine are upset about it, I just don’t see how it pieces together within their coalition.”

Democratic Senator Tim Kaine (Va) expressed concerns about funding the MVP in Virginia. Other Democratic Senators would like to fund the government and address Manchin’s bill separately. These include Sens. Ed Markey (Mass.), Elizabeth Warren (Mass.), Jeff Merkley (Ore.), Tammy Duckworth (Ill.) and Cory Booker (N.J.).
