Why are there no arrests of people who threaten public servants? [1]

I was glad that President Biden emphasized that political violence has no place in our democracy.
All of us who believe we can peacefully argue over policy differences are rightfully appalled at the continued references to violence made by some republican politicians and trump supporters. I say “some republicans” because I support the right of the “loyal opposition” to voice their opinions and back up their arguments with facts. Many republicans are just regular people like us and quietly don’t support the madness of the MAGA crowd and their orange idiot.
What I have never been able to figure out is why when politicians and other public servants receive death threats or other threats against their families, no one is ever arrested and prosecuted for making the threats.
If the FBI can have access to internet and phone records when other crimes have been committed, how is it that threats are reported all the time and there is never a follow-up report of the arrest and punishment of the person who made the threat?
What am I missing?
