Its real simple. In the absence of records one can assume the worst. Every member of the Secret Service who cannot or will not produce the requested records from the selected dates needs to be fired and a larger investigation needs to take place for potential criminal liability. The agency has been compromised and there is serious suspicion that some were involved in an attempted coup. We are a banana republic if this stands.
Until they can prove the opposite they should be out and under suspicion. This is a field of red flags. Unacceptable on any level for the integrity of the agency. They cannot function with this kind of obvious lapse. The Secret Service has to be completely reconstituted after something like this. This is a total breach of their Raison d’etre .
