Candidate Background
Since this is a challenger and a special election, background details about Pat Ryan are scarce. Here is what I could glean from social media and his campaign website…
Ryan served two tours in Iraq as an Army intelligence officer. It was an extension of the service back to your country that his parents taught him at a young age. He matriculated from Kingston High School and went straight to West Point right after.
When done serving his country, Ryan opened a small business which eventually grew to 150 employees. It specialized in technology.
Ryan was elected Ulster County Executive in 2019, and has handled multiple crises including a dormant IBM facility, COVID-19, and handling a budget of over $25 million dollars.
Signature Issues
If elected to Congress, Pat Ryan will likely join the New Democratic coalition and be another pragmatic liberal to moderate consensus builder. He would actually be within the political mainstream, unlike his foe Marc Molinaro, who is “moderate” only by the extremist standards of the GQP.
Abortion : Pat Ryan has made the Dobbs decision one of the most important in his campaign. He has pledged to codify Roe into law and fight against any national abortion ban. Molinaro would likely support such a ban should it be brought up in Congress. Even if he doesn’t, he would put people in charge who would do such a thing.
Gun Safety : People in New York are also angry at the Supreme Court fascists for striking down the gun safety laws that the state of New York had, which were some of the strictest in the nation. Ryan knows what weapons of war do to opposition, and he would push for stricter gun safety laws in Congress.
Elections History
Recent Elections (2010 lines) —
2020 President: Joe Biden 50%, TFG (R-inc) 48%
2020 House: Antonio Delgado (D-inc) 54.8%, Kyle Van de Water (R) 43.2%
2022 Special Election Rating: Tossup
2022 PVI: R+3
This district is in a swingy part of Upstate New York. Republicans have traditionally done well in this area, which is why this will be a barometer of who has more enthusiastic voters come the fall. The district tends to elect more moderate members of both parties. It was in the 2006 blue wave when the action really started in this district, when now Sen. Kirsten Gillibrand won in a complete shock over a GQP foe.
The district stayed with Democratic candidates for a little while, even through a special election much like this one in which we held the district despite the building red wave election. 2010 was a bridge too far, and Rep. Chris Gibson ejected Rep. Scott Murphy from the seat. Gibson held what would become the 19th district all the way until he left in 2016.
Rep. John Faso took over from there, but he ran into a juggernaut in Rep. Antonio Delgado in 2018, who beat Faso after only one term in office. Delgado held the district in 2020 when Biden narrowly won the seat, and held it until he resigned in May 2022 to become Lt. Governor. That triggered a special election where Marc Molinaro from Dutchess County is running against Pat Ryan. Molinaro is very formidable, which is why I am greatly concerned about this district.
The district in population is mostly along the Hudson River. The river bisects the district, but more of it is found in the rural western side of the river.
Political Tour of the District
These are the lines this special election will be held under. The new NY19 is in a much different configuration and will be covered later on.
Since the app I use to track political changes has updated to 2020 lines, it is a little more difficult for me to write this section. Rest assured, I will do my best to explain what parts of the district are important for us to do well in and which we will struggle in.
Here’s where this race will be won in the 19th district.
Ulster County : This is the Democratic anchor for the entire district, and it is also the home base for Pat Ryan. It cannot be overstated that a robust turnout is critical to his chances here. Woodstock happened in this county, just to give a reference to how eclectic it can be.

Dutchess and Columbia Counties : These counties are the home base of Marc Molinaro, and it is vital that Ryan somehow wrest these counties away from him. They are the pivot point of the entire district, and failure to meet the Biden margins will have severe consequences.
Here’s where we need to keep the margins down, or we lose.
Western Half of the District : Much of this area is rural, and has rejected the Democratic Party. There are important towns such as Oneonta and Otsego that Ryan needs to find votes in, but the rest of the area in rural Upstate New York is tough going for his campaign.

Rensselaer County : The Democratic cities in this county are found in a different district, and what is left is staunchly GQP in nature. It is best for Pat Ryan to limit his losses here as best that he can and find votes elsewhere to offset this area.
Activism — Help How You Can!
In the short amount of time since Pat Ryan has announced his campaign, he has raised about $1 MILLION dollars. He is not making the same mistake made in Texas, running a lazy campaign without help. The problem is that Marc Molinaro has been in the contest longer, and has had a couple quarters to raise cash, while Ryan has had only a few weeks to do so. I urge you to make a small donation to Pat Ryan, who will be defending a different seat in the fall as well.

His campaign website is still rudimentary, but it does have a place to sign up to volunteer for his special election and general election (if he wins the primary) campaigns. You will want to visit
https://www.patryanforcongress.com/ in order to sign up for canvassing, phone/text banking, and more.
Pat Ryan has been active on Twitter, where he has about 10.5k followers to promote his campaign message. Since special elections are all about informing the people involved that there actually is a vote, social media promotion is critical right now. Please follow him and retweet his message to reach a wider audience.
x How can we be a free country if the government tries to control women's bodies?
That's not the country I fought to defend.
Freedom includes a woman's right to choose. Period.

Pat Ryan is also active on Facebook, which can be found at PatRyanUC. I swore to my private friends I would never get political on Facebook, hence I do most of my work on Twitter.
Pat Ryan is also running for the general election in New York-18, which I will profile at a later date and time if he wins his primary election. However, the majority will be greatly reduced before that when all seats are filled. We will have only a majority of 3 extra to spare if Republicans flip this seat. Hence, why Majority Savers is covering this race and why I am sounding urgent. Please support our candidate Pat Ryan in any way you can!
