The mere existence of off-shore reproductive health facilities aboard ships only demonstrates the extent of women’s rights struggling against oppressive governments.

This does suggest that there can be larger scale ocean cruises for such activity as well. Such clinics have operated since 1999, and may become ubiquitous in the face of rightwing states imposing draconian abortion laws.

An innovative proposal for a $20 million floating abortion clinic in the federal waters off the Gulf of Mexico has been scorned in a way that only a Southern governor can.

Alabama Gov. Kay Ivey said Monday she’d rather see more offshore drilling in those waters. In a statement to AL.com Monday, the governor’s spokeswoman Gina Maiola said, “We need offshore drilling, not abortions.”

The floating abortion clinic would provide a way to maintain access for people in southern states where abortion bans have been enacted, said the woman behind the idea, Dr. Meg Autry, an obstetrician and gynecologist and a professor at the University of California San Francisco.

Autry is proposing to place the clinic aboard a ship in federal waters, and out of reach of state laws, that would offer first trimester surgical abortions, contraception and other care, the Associated Press reported.

Women on Waves sails a ship to countries where abortion is illegal. With the use of a ship, early medical abortions can be provided safely, professionally and legally. Applicability of national penal legislation, and thus also of abortion law, extends only to territorial waters; outside that 12-mile radius (or 2 hours sailing) it is thus Dutch law that applies on board the ship, which means that all our activities are legal.

Millions of women worldwide have used Mifepristone and Misoprostol to terminate pregnancy with impressive safety and efficacy. The medicines have been on the World Health Organization's List of Essential Medicines since 2005.

Women on Waves has already created enormous public interest in its efforts and has completed successful campaigns in Ireland (2001), Poland (2003,) and Portugal (2004), Spain (2008), Morocco (2012), Guatemala (2-2017) and Mexico (4-2017).

A doctor plans to open a floating health clinic in the Gulf of Mexico where women can get surgical abortions. PRROWESS, which stands for Protecting Reproductive Rights of Women Endangered by State Statutes, will offer reproductive health and wellness services, including contraception as well as surgical abortion up to 14 weeks.

The clinic will serve patients who live primarily in Texas, Louisiana and other states located on the Gulf Coast, with a goal of operating for approximately three weeks out of each month, according to the organization's website.

"The vessel will be Coast Guard inspected and will have helicopter access for transport and emergencies," the organization says. These types of facilities have been used by the military and relief organizations for years and the organization says research shows patients are willing to seek care in a floating clinic.

The clinic will operate in federal waters so its activities will not be restricted by state laws.

The vessel, however, is expected to cost at least $20 million, and the organization is looking for donations, including a donated boat.
