Millions of Americans (40 million) move each year. Most (a little over 80%) of these moves are local (within county, within state) and 14% across state lines...I’d guess some — perhaps most? --people moving have some choices with respect to the voting precinct they move into...is anyone working on encouraging “targeted moves” to those precincts and states where increases in party preference representation would matter most?
