Arizona Fair Elections Act Moves Toward July 7 Filing With 100,000 Extra Signatures [1]

Our regional organizers on the job throughout Arizona.
With well over the necessary signatures, and a considerable margin for safety, the Arizona Fair Elections Act is moving toward a July 7 filing with the Secretary of State.
We want to say thank you to the DailyKos supporters who have helped at every step of the way since last fall when we were drafting the language. We owe much to the Arizona Democracy Resource Center which found the resources necessary to gather hundreds of thousands of signatures.
Don’t get the idea we are done. We need to work very hard over the next week to get even more signatures.

Arizona’s new voting law will do quite a few things. I spent some time reading through it and came up with this list.
VOTER REGISTRATION
Eliminates 29-day residency period Unless individual opts out, automatic voter registration with driver’s license, with automatic registration to expand to high schools, unemployment, Medicaid, other “source” agencies. New on-line registration system Registration allowed up to and on election day No cancellation of registration for moving within county Automatic registration when moving from county to county Secretary of State may buy data to help satisfy proof of citizenship for persons born in other states. No penalty for inadvertent automatic registrations. Registration requirements are “complete” and Legislature cannot make registration more difficult.
IDENTIFICATION
In addition to government photo IDs, allows ID provided by school, college or university, or employer. No new identification requirements are allowed. No ID required to turn in mail ballot.
PERMANENT EARLY VOTING
Restores the Permanent Early Voting List to Arizona law. No purging of the list for failing to vote. Voters with no change of address may request mail ballot verbally or by email, online or in writing. Requests for mail ballot including change of address must be verified by phone call or written request. Five business days to “cure” problems with signature on mail ballot envelopes. Signature “sufficient” to have ballot counted. No additional requirements from Legislature.
VOTING
Endeavor for lines of 30 minutes or less Food and water can be given to people in line. Voters can go to any polling place in their county Counties may enter into agreements to allow voters to cast ballots in the location where they are on election day. Ballots counted if postmarked by election day. Extends early voting through the day before election. Voted early ballots may be given to a person to turn in.
DISABILITIES
Judge to decide whether people with disabilities can vote. Citizens Clean Elections Commission to provide plain English explanations of ballot measures. Disabled people may vote in-person at the polls, by mail, at the polls with assistance, while sitting in a car outside the polls. When technology is certified, disabled people may vote by phone or other telecommunications device. Poll workers must be trained on voting equipment to be provided for disabled persons.
NATIVES
Election officials must accept Tribal ID, and non-traditional addresses. Tribes must be consulted on polling locations.
ELECTORS
Legislature cannot change rules for selecting presidential electors after Jan. 1 of an election year. Electoral votes must go to the winner of the election.
ELECTION ADMINISTRATION
Election officials may request grants from Citizens Clean Elections Fund.
BALLOTS SECURITY
Ballots must be private and have no marks that would identify the voter. Ballots must be protected and not given to unqualified persons. Illegal to conduct any “audit” not prescribed by law.
PETITIONS (Direct Democracy)
Compliance for petitions no longer to be strictly construed by courts and instead liberally construed Petitions only reviewed by courts for number of qualified signatures and attachment of text of measure under consideration Only the signature needs to be personally placed on the petition by the voter. Others can fill in the rest of the needed information. For referendum petitions, the matter being placed before the voters can be typeset to take less space and need only include the sections actually being placed before the voters. May include up to 10 signature sheets on a petition packet, which needs only one notarization. Petitions can have signatures from voters from multiple counties. Paid circulators can begin work immediately after registering with the Secretary of State. Signatures will not be automatically thrown out if paid circulator fails to respond to subpoena. Fine of $1,000 for each abusive subpoena to circulators.
CAMPAIGN FINANCE
Individuals, PACs, partnerships limited to $2,500 contributions to candidates for statewide office and $1,000 for lesser offices. Allows for supplemental grants to Clean Election candidates who have collected additional small contributions. Allows taxpayers to check off $5 on tax returns for campaign finance. Raises the minimum state corporate state tax to $50.
LOBBYISTS
Cannot spend more than $500 on special events for legislators Lobbyists charged anti-corruption fee of $25 to help pay for fair elections
