Díaz-Canel calls to join forces for the good of the nation – Canal Caribe

The First Secretary of the Central Committee of the Communist Party and President of the Republic, Miguel Díaz-Canel Bermúdez, summoned the Council of Ministers, in its first meeting this year, to join forces in immediate tasks to which the country will be devoted in the coming weeks, and which will be the center of the visits to the provinces and the meetings to review the Party and the Government.
We have to work more intensively on various tasks, the Head of State indicated, first of all, on measures to improve supplies to the population and contain inflation. Likewise, he said, we must design a comprehensive care policy for the non-state sector, and deepen remote work, teleworking, and non-face-to-face digital procedures, aspects that were improved during the COVID-19 epidemic but we have been going backwards.
In the meeting led by Manuel Marrero Cruz, Cuban Prime Minister, Díaz-Canel also specified that progress will continue, under the leadership of the Ministries of Economy and Planning, and of Finance and Prices, in the new concepts in relation to the execution of municipal budgets.
Among the issues of first attention, he specified, will be the updating of all the social programs of the Revolution, and the rethinking of some concepts of the Housing Policy, “based on the demands that are being made of us by public policies that we have to develop especially towards young people.
The president defined, among the urgent needs of the country, the design of popular control mechanisms to address the issue of high prices, inflation, confrontation with corruption, and other processes that are showing us that, with control and popular participation, we can be more effective in their fight.
The President stressed that “the benchmark, what marks the path for us to follow, is to implement the guidelines, the concepts, the resolutions that we approved in the 8th. Party Congress.
There is the analysis of the problems of our society and the proposals to solve them». He explained that during the year a set of important political processes will be taking place.
Now we are going, he recalled, to the popular consultation of the Family Code, and then to its referendum. This is not the Code of equal marriage, he specified, it is an emancipatory Code that solves a whole set of problems that exist at the social level in the country.
“It is a Code of plurality, which recognizes all families, all types of families that exist in Cuba, and the problems associated with their development.” Remaining in the other approach is simplifying it, he said, because it has more enriching, more uplifting, more emancipatory and important aspects than the one almost always referred to, above all, by those who want to undermine the breadth, comprehensiveness, modernity, strength and the contribution to our society of this new Family Code.
The First Secretary addressed the role of the PCC in the defense of the socialist Homeland, in safeguarding order and citizen tranquility, and as the superior leading force of society and the State, which in current conditions implies an enormous responsibility, and defend the essence of socialism and the concepts that led us to Congress: unity and continuity.
He described as basic the work with the new generations, treating them, listening to them and giving them participation as the important people they are in our society, with the great growth they have had from the human, revolutionary point of view, in the participation with which they gave themselves to face tasks in times of pandemic.
Díaz-Canel spoke about working on a child and youth care program, where a more cultured, elevated, comprehensive response is demanded from all the institutions involved in the education and training of the new generations.
That program, he said, will be aimed at defining public policies towards this sector. He assured that during 2022 the work in the neighborhoods will be strengthened, with the participation of the people, and that they can see that in that participation lies the possibility of developing their life projects within our society, to achieve prosperity in the shortest possible time.
Regardless of what we advanced last year in physical actions, to improve infrastructures, to solve accumulated material problems, we must work more on the spiritual, on the emotional.
He reiterated the conviction that we have to jump over the United States blockade, with our talent, with our effort, with our performance, based on what we have defined as creative resistance, which is to resist in order to advance, grow and develop.
The strongest evidence of that creative resistance, he considered, was the response we gave to COVID-19: a blocked country, whose blockade measures were intensified when we were in an extremely complex situation, when we lacked oxygen, when we the main medicines were lacking, when we lacked the money for the investments.
However, from the robustness of our Health system, from the scientific and technological culture that we have as visionary works designed by Fidel, and to which the Army General gave continuity, we find what no underdeveloped country has done and almost none of those developed: responses with good protocols and five vaccine candidates, of which three are currently vaccines.
That will say a lot, when it is analyzed over time, in moderation, what the role played by the Cuban people in the confrontation with COVID-19 has meant.
We have many things to point out, to signify, many values to highlight, a lot of learning and also the path of many issues that we have to improve, said the president.
ZERO TOLERANCE TO DRUGS
At the meeting of the Council of Ministers, the Cuban Government ratified its position of zero tolerance towards drugs, after the Ministry of the Interior presented the results of the confrontation in Cuba against this global scourge during the year 2021, a period in which, although the national border was limited or closed, attempts to materialize drug trafficking operations in the country persisted.
According to Colonel Héctor González Hernández, deputy chief of the National Anti-Drug Directorate, the cultivation of marijuana and the smuggling of drug shipments in the eastern and western provinces constituted the main sources of supply for the articulation of criminal chains within the territory.
During the year, the persistence of Cuban emigrants and foreigners in organizing drug trafficking operations in our country was appreciated. Marrero Cruz described this as a matter of national security, to which full attention is given.
However, he said, we have to perfect our work systems, discuss reality more harshly, without formalities or cold statistics, go to the causes and conditions that generate drug use. The also member of the Political Bureau insisted on working with adolescents and young people, especially with those in junior high school, an age of great complexity. We have to raise the perception of risk in the family, also in the coastal territories where the drug lands.
Marrero Cruz told the MINSAP to tighten control over medicines; the General Customs of the Republic to improve its equipment for the detection of drugs in cargo, and the Ministry of Tourism to work on a communication policy with clear messages of zero tolerance for drugs in Cuba.
This is an issue, he asserted, that is not foreign to anyone.Within what is stipulated for these cases, affirmed the Prime Minister, the maximum rigor must be applied in the sentences. In this regard, the Minister of Justice, Oscar Silvera Martínez, reiterated the pillars that support the treatment of this harmful phenomenon: zero tolerance, direct confrontation with this criminal activity, international cooperation and the social reintegration of people sanctioned for related crimes to drugs.
The Minister of Education, Ena Elsa Velázquez Cobiella, detailed the work carried out in schools, with families and students, to generate rejection of consumption. As it was known, in the student and youth sector the facts decreased, although it is still the basic secondary school, fundamentally the 8th. degree, where there have been some cases.
ALSO ON THE AGENDA As part of its first meeting of the year, the Council of Ministers approved the improvement of the local administrations of People’s Power, in order to promote the decentralization of powers to the municipalities, aspects defined in the Constitution of the Republic: it strengthens the autonomy of municipality and the coordinating role to the province.
Vice President Salvador Valdés Mesa specified that this process that is beginning demands a change in the mentality of the cadres at all levels in regard to the management of the Government.
Structures are created in the municipal administration that will require the preparation of the cadres for its proper functioning. In this session, the projects with protein forage plants were analyzed, in which progress is observed, but their contribution to the food base of livestock with national sources is insufficient and their growth is not sustainable.
