We recently knew by a report of the Granma newspaper that a local government paid incorrectly a millionaire figure to a self-employee for constructions activities, this datum motivated the analysis about a manipulated concept today: the territorial contribution for the local development.

What is legally established is that the incomes gathered by this concept are destined to the activities financing to guarantee the sustainable territorial development through the management of the municipality Administration boards.

In practice, every one making an economic activity should pay tributes to his municipality.

The incomes are encumbered for the trade of goods or service delivery.

The application of this tribute was made gradually since 2013 and until today continues its refinement. For you to have an idea, in 2018, official data mark the contribution of the local development in more than 1200 million of pesos.

There are many examples about its use, the capital for instance, devoted 70 percent of the contribution in the repair of units of commerce and gastronomy, certainly with great social impact, but it is worthy if it is feasible to use this resource in units of the enterprise system, Camaguey destined, however, great deal of the repair to children day care and homes, an excellent alternative and very in step with the priorities of the country in demographic subjects.

The fundamental concept here will be the balance, we should remember that many social works are back up from the state subject.

The territorial contribution, then, should constitute a source to finance projects for local development generating new incomes and employment, that is the case for instance of the local production of materials of construction or the mini industries in the food sector.

To count on this financial resource is, in my opinion, a score in favor of the management of the administration boards in the municipalities.

It strengthens its autonomy and allows to see the short term benefits, besides to improve the inhabitant life in each territory.

And here a vital point and it is justly the first step of the control and the inspection: the decisions of where to put the money, where it is more important its use, should be approved by the national assemblies and employed too to solve population suggestions which are a lot and in its great deal take years without response.

To achieve it is to make that the contribution truly contributes to the local development…
