New procedures for the implementation of the Guidelines

According to his report, 43 policies met their objective, 39 did so partially and 18 did not achieve it. From the VI Congress to the present, 206 policies or measures have been approved; 47 were adopted after March of last year.
Among the causes and conditions that led to a part of the policies evaluated did not achieve their objectives was that the Commission failed to involve, organically, in the implementation process, the organs, agencies, organizations and entities, so in the planning and strategic implementation for the implementation of the Guidelines in the period 2017-2021, should be actively involved the Central State Administration Bodies (OACE), national entities and local bodies of the People’s Power.
The Fifth Plenary approved the improvement of the procedures for implementation with greater participation and responsibilities of the CAOs, national entities and other bodies; of the functioning, structure and current composition of the Commission, and create a new direction of Government to direct the processes of improvement of the functional systems and organisms.
The improvement of the procedures is expressed in the fact that the Commission maintains the leading methodological and general organizing role of the entire implementation process of the Guidelines, and to distribute the conduct of the 274 guidelines between the commission itself, the new direction, the OACE and other national entities.
The new procedures expand the routes for the transit and approval of the proposals; those conducted by the OACE and national entities will be presented directly to the collegiate bodies, without going through the Commission’s Evaluation Board.
It includes the report that the planning of the implementation until 2021 was elaborated in three levels: strategic directive projection elaborated by the Commission; the one elaborated by each OACE and entity, and the activities and measures that the Organs of Popular Power must include in their plans.
These procedures will help to achieve greater participation of the OACE and national entities in their realization, and to streamline the process of preparing proposals, approval and implementation of policies, concluded Marino Murillo.
