Statement by the Minister of Foreign Affairs of Cuba, Bruno Rodríguez Parrilla, in the high-level segment of the UN Human Rights Council.

Mr. president:

After 75 years of the atrocious nuclear bombing of Hiroshima and Nagasaki and the defeat of fascism, the defense of multilateralism, International Law and the Charter of the United Nations remains in full force.

Unfortunately, the unilateralism of the United States undermines the promotion and protection of the human rights of everyone on the planet. It would harm everyone’s interests, remain inert against the US threat to crush the Bolivarian Republic of Venezuela, destabilize the Republic of Nicaragua or destroy other nations.Their unconventional wars and their violations of International Law systematically transgress the rights to peace and self-determination.

The neo-liberalism that it imposes violates economic, social and cultural rights and prevents the realization of the right to development. His lack of will in confronting climate change poses an existential challenge to the human species. The political manipulation and double standards that it applies prevent genuine international cooperation in the field of human rights. The United States has qualitatively increased the application of the blockade against Cuba, an act of genocide under the 1948 Convention; a flagrant, massive and systematic violation of the human rights of our people.

As the infamous Memorandum of the State Department of April 6, 1960, has endeavored to surrender to our people “out of hunger and despair.” The application of unconventional measures to prevent the supply of fuel to our country has damaged every area of ​​daily life of Cubans and Cubans, public transport, education, health, food.

The full application of the Helms-Burton Act deepens the extraterritorial impact of the blockade. It has added extreme limitations to travel and air connections between the two countries, which affect Cuban families and residents in other countries and violate the right to travel of Americans. With its decision to lash out against Cuban international medical cooperation for political reasons, the United States threatens the enjoyment of the right to health of millions of human beings who benefit from it in various latitudes.

Only with the suspension of Cuban medical cooperation imposed on several countries in our region, 67 million people have been severely affected.The international community recognizes the professionalism and altruism of the more than 400,000 Cuban health collaborators who in 56 years have completed missions in 164 nations. The UN and WHO have assessed that Cuban medical cooperation made a fundamental contribution to success in the fight against cholera in Haiti and Ebola in West Africa.

Cuba’s response is firm: based on legitimate intergovernmental cooperation programs, we will continue to save lives and ensure health and well-being, wherever we are requested. Despite the blockade and hostility of the United States, Cuba is moving forward in the construction of an independent, sovereign, socialist, democratic, prosperous and sustainable nation, based on the proven resilience and creativity of its people.

Cuba will continue to honor its commitments for international cooperation in human rights, in particular its obligations derived from international instruments in this area. Cuba reaffirms its support for the Human Rights Council and has decided to present its candidacy to a member of the Organ for the period 2021-2023. I can assure you that Cuba will continue to conduct itself in this forum with its own constructive voice, with its experience of a developing country that defends dialogue and cooperation, contrary to punitive approaches and selectivity, in favor of the promotion and protection of all human rights. for all.
