Power to Decide Denounces New VA Policy Denying Abortion Care [1]

[]

Date: 2025-08

(WASHINGTON, D.C.) - On Friday August 1, the Department of Veterans Affairs (VA) issued a notice of proposed rulemaking (NPRM) rescinding a key policy allowing abortion access for veterans and their loved ones in cases of rape, incest, or life or health endangerment to the pregnant person.

In response, Power to Decide CEO and practicing OB-GYN, Dr. Raegan McDonald-Mosley, released the following statement:

“This is a needlessly cruel policy change from the Trump-Vance Administration that will hurt our veterans. As a practicing OB-GYN, I know that abortion is part of the reproductive health care that every person must have access to in order to protect their well-being. Veterans have historically faced significant barriers to health care and also suffer from higher rates of sexual trauma and post-traumatic stress disorder (PTSD). Yet this policy once again betrays our nation’s commitment to them.

“This new proposed rule will have drastic consequences for veterans. Since the Supreme Court overturned Roe v. Wade, 12 states have enacted total abortion bans, one additional state has no abortion clinics, and seven states have gestational restrictions often in effect so early that people don’t even know they are pregnant. All of this exacerbates an ongoing public health crisis. For some veterans, VA was the only place they were able to obtain abortion care in these states.

“Restrictions on abortion coverage—the effects of which fall hardest on people who already face unequal access to health care, including Black women, people of color, and people with low incomes—hinder a person’s reproductive well-bring and deepen inequities.

“Power to Decide condemns this policy and urges Congress to pass legislation to ensure all veterans have access to the abortion care they need when and where they need it. Our veterans fought for us and we will fight for their rights and health.

“Power to Decide will continue to do all we can to support people seeking care. Our Bedsider.org and AbortionFinder.org resources are here because everyone deserves access to the information and care they need.”
