The GOP Reconciliation Bill's Measure to “Defund” Planned Parenthood is a Backdoor Abortion Ban



WASHINGTON, DC — Three years to the day since the U.S. Supreme Court ended the federal right to abortion, President Trump and his backers are pushing a covert abortion ban through the GOP reconciliation bill that would “defund” Planned Parenthood. Despite arguing that abortion should be left to the states, congressional Republicans remain hellbent on banning abortion and shutting down Planned Parenthood health centers — so much so that they’re willing to deny patients access to all sexual and reproductive lifesaving care, like cancer screenings, STI testing, and birth control, to do it.

Since the court's 2022 decision in Dobbs v. Jackson Women's Health Organization, 20 states have banned all or some abortions, and every day, our public health crisis worsens. From Amber Nicole Thurman in Georgia to Taysha Wilkinson-Sobieski in Indiana, people are suffering and dying because of restrictive anti-abortion laws, only for the attacks to continue escalating.

On this third anniversary, Alexis McGill Johnson, president and CEO of Planned Parenthood Action Fund, released the following statement:

“It’s been three years since people in the United States have lost their federal constitutional right to abortion; three years since President Trump’s hand-picked Supreme Court justices stripped Americans of this fundamental right to freedom. The consequences have been devastating, even lethal. We can't know all the names of the women who have died because of abortion bans, but we will never forget that people have endured injury, pain, and suffering because of the Dobbs decision. We continue to fight President Trump and his backers' attacks on reproductive rights, including their effort to ‘defund’ Planned Parenthood in Congress and end abortion access for everyone, everywhere. Planned Parenthood Action Fund will never stop advocating for a country where all people have the power to control their own bodies, lives, and futures.”



The Trump administration and Republicans in Congress are attacking abortion on all fronts:

The budget reconciliation bill is a backdoor abortion ban that would “defund” Planned Parenthood , put nearly 200 health centers at risk of closure, and make it harder for everyone to get an abortion — especially in states where abortion access is protected or legal.

One of President Trump’s first executive orders pardoned violent abortion opponents who violated the Freedom of Access to Clinic Entrances (FACE) Act, which protects reproductive health providers from attacks and ensures patients can safely get the care they need without interference, intimidation, or violence.

Earlier this month, the Trump administration removed Biden-era guidance on the Emergency Medical Treatment and Labor Act (EMTALA) — a long-standing federal law that protects emergency abortion care — making it clear they do not believe EMTALA should provide full protection for the lives of pregnant people.

Health and Human Services (HHS) Secretary Robert F. Kennedy Jr. consistently parrots dangerous lies about the medication abortion drug mifepristone, and the Food and Drug Administration's (FDA) Commissioner Martin Markary announced plans for a baseless review of the medication’s safety.

Attacks on abortion are also ramping up at the state level. So far this year, over 410 anti-abortion bills have been filed in state legislatures across the country. Even in states where voters won protections for abortion access at the ballot box, lawmakers are following the Trump administration’s lead and ignoring the will of the people. There are efforts to overturn or restrict abortion rights ballot measures in states like Missouri, Ohio, Montana, and Arizona. Abortion opponents never planned to leave the issue to the states; the goal has always been to ban abortion everywhere for everyone.

This week, as the Senate prepares to vote on the reconciliation bill, Planned Parenthood Action Fund patient advocates from around the country are taking action across the nation and on Capitol Hill. They’ll join actions, make calls, lobby their lawmakers, and share patient stories.
