WASHINGTON —Appropriations Committee Ranking Member Rosa DeLauro released a new fact sheet detailing the incoming Trump Administration’s unconstitutional plans to steal from the American people by illegally impounding funds appropriated by Congress.

“President-elect Trump’s plan to steal from the programs and services that affect middle class, working, and vulnerable families is uninformed and unconstitutional. The Constitution gives Congress, not the President, the power of the purse,” said Appropriations Committee Ranking Member Rosa DeLauro (D-CT-03). “The Supreme Court, the Department of Justice, and the Government Accountability Office are all in agreement – the Constitution provides no impoundment power to the President to unilaterally withhold funds appropriated by Congress. It is the sworn duty of the President of the United States to faithfully execute the law, and appropriations laws are no exception.”
