CRANSTON ENTERS PRESIDENTIAL RACE [1]

Senator Alan Cranston declared his candidacy for the 1984 Democratic Presidential nomination today, saying his goal was ''to bring ourselves and our children out from the dark shadow of nuclear war.''

In his announcement, the Californian stressed arms control almost to the exclusion of any other issues. He portrayed it not only as a touchstone of peace but also as an essential element in the economic recovery most other would-be Democratic nominees emphasize.

Because of the cost of the arms race in dollars, resources and brains, he said, the rest of the economy has been weakened. ''In the long run,'' he said, ''we cannot revive our economy, or save our society, until we end the incredibly dangerous, shamefully expensive arms race.''

With a speech and a news conference in the Senate Caucus Room, Mr. Cranston became the first formally declared major candidate, although others have filed the papers required by the Federal Election Commission before they can begin raising money. The Californian then followed another campaign ritual by flying off to New Hampshire, where the nation's first 1984 primary will be held, to repeat his announcement in Manchester.
