China holds 5 out of the 31 exploration contracts issued by the International Seabed Authority so far—more than any other country.

Through these contracts, China now has the right to explore—and perhaps one day to mine—238,000 square kilometers of the sea bed, an area roughly the size of Romania.

China’s approach is long-term, strategic, and politically motivated, as the country strives to maintain its market dominance in rare metals.
