The strength of a nation’s public health infrastructure can help determine how well it responds to infectious disease threats like the novel coronavirus, as well as its ability to address longer-term chronic health conditions like heart disease, stroke and diabetes.

Having a well-developed public health system is one of nine attributes used to develop a quality of life subranking that factors into the 2022 Best Countries rankings from U.S. News. The overall Best Countries analysis is based on a survey of more than 17,000 global citizens, and assessed perceptions of 85 countries using 73 different metrics. In the survey, respondents answered whether they associated various countries with the phrase "well-developed public health system.”

Countries perceived by respondents as having comprehensive public health systems tend to have attributes in common such as universal health care; better health outcomes like longer life expectancy; and substantial social spending.

These are the 10 countries viewed as having the most well-developed public health systems, along with their places in the quality of life subranking and overall Best Countries rankings. Notably, the U.S. ranked No. 21 for its public health system, moving up one spot on the list compared with its ranking in 2021.
