What happened to the one ubiquitous sound of the Ice Cream truck tinkering through American neighborhoods?

Wow. I had no idea that ice cream trucks were so dangerous, as I have only happy childhood memories of them. This video explains it well, and I was surprised to learn that even with regulation, they are a hazard.
