Hate crimes in Arizona dip slightly in 2022, though data is incomplete [1]

Data from the Arizona Department of Public Safety and the FBI show that hate crimes in Arizona have gone down slightly since 2021, though Black people still are more likely to face a hate crime than any other group.

The Arizona Mirror analyzed data collected by the Arizona Department of Public safety and the FBI, which has shown that hate crimes are on the rise nationally while violent crime is on the decline.

However, the FBI data is far from a complete picture.

Of the 123 law enforcement agencies in Arizona, only 83 provided data in 2022 to the FBI’s National Incident Based Reporting System, or NIBRS — and the Phoenix Police Department, the largest law enforcement agency in the state, did not report any data. Roughly 23% of Arizonans fall under the jurisdiction of the Phoenix Police Department.

Some police agencies did not send reports on hate crimes for multiple quarters in 2022, including the Tucson Police Department and Maricopa County Sheriff’s Office.

The FBI’s first report on hate crimes was issued in 2022, based on 2021 data. That report found that reported hate crime incidents increased 11.6% nationally from 2020, even after the FBI acknowledged that by gathering hate crime data solely through NIBRS meant participation “fell significantly” from 2020 to 2021.

The Arizona data

Arizona has seen a decrease in reported hate crimes since a recent peak in 2020, when there were a reported 284 hate crimes, according to the FBI data. The next highest years are 2000, 2001, 1997 and 1998 which saw 281, 386, 330 and 283 hate crimes reported, respectively. The vast majority of incidents also involve assault.

Of those who are victims of hate crimes, the FBI data shows that Black Arizonans continue to face the highest number. A reported 94 anti-Black hate crimes occurred in the state in 2021 and 62 in 2022. The DPS data shows that hate crimes motivated by race and ethnicity make up the largest number of incidents.

The FBI data also shows that anti-Hispanic or Latino hate crimes are on the rise, with a 55% increase in hate crimes targeting those communities from 2021 to 2022.

Hate crimes against the LGBTQ community saw a small rise in 2022, with 42 incidents. That includes a doubling in hate crimes targeting the transgender community.

Incidents of antisemitism climbed in 2021, according to the Anti-Defamation League, which noted last year that Jewish people comprise 60% of American hate crime victims, but only 2% of the nation’s population. In Arizona, Jewish people make up approximately 1.5% of the population. In 2022, the state saw approximately the same number of anti-Jewish incidents reported to the FBI as the state saw in 2021, making up about 5% of all hate crimes.

However, anti-Black incidents still make up the largest category of incidents in Arizona and nationally. Black Arizonans account for 5% of the state’s population but were victims in 30% of all hate crimes reported in 2022.

The offenders are largely white; almost two in every three hate crime offenders in Arizona were white in 2022. The next largest group is Black Arizonans, who made up 18% of all hate crime offenders.

Police departments across the country have been declining to report hate crime data which experts say makes it harder to fully grasp hate crimes and the impact of them.

This year there have already been 150 reported hate crimes, according to DPS data.
