U.S. Sen. Mark Kelly on Monday threw his weight behind Raquel Terán in her bid for Congress.

The long-time state legislator faces a crowded field in the race to gain U.S. Rep. Ruben Gallego’s seat in the 3rd Congressional District, which he is leaving to run for U.S. Senate. Among the contenders is the daughter of Gallego’s own predecessor. But with Kelly’s endorsement, Terán has secured a spotlight for herself.

Kelly, on whose behalf Terán campaigned during the 2022 midterms when she was chair of the Arizona Democratic Party, called her a friend in an endorsement video posted to Twitter on Monday, and highlighted her ability to mobilize voters.

“Raquel has spent nearly two decades helping bring together a diverse coalition of voters that turned our state blue,” he said.

Terán has billed herself as a coalition builder, citing her roles in recalling former Senate President Russell Pearce, the author of SB1070, and defeating former Sheriff Joe Arpaio in his reelection bid as examples of her effective leadership. A native of Douglas, she hopes her firm stances against anti-immigrant politicians and far-right lawmakers will appeal to voters in the heavily Democratic and Latino district, which spans south and west Phoenix.

First elected to the state legislature in 2018, Terán has represented Phoenix in both the state House of Representatives and Senate, where she also served as minority leader. Kelly also touted her work as an outspoken advocate for progressive goals.

“I’ve also seen firsthand how dedicated Raquel is in fighting for Arizona’s working families,” he said. “She’s delivered for Arizonans. State legislature: protecting fair wages for Arizona workers, advocating for climate action and fighting against efforts to take abortion rights away from Arizonans. It’s that ‘can-do spirit’ we need more of in Washington. I can’t wait to work alongside her to move our state forward.”

Arizona’s 3rd Congressional District is rated non-competitive by the Arizona Independent Redistricting Commission, with Democratic and left-leaning voters far outnumbering Republicans. The candidate that captures the Democratic primary is all but guaranteed the position, and while Kelly’s backing has helped Terán stand out, she still faces opposition from four other competitors. Those include Phoenix City Council members Laura Pastor and Yassamin Ansari and local school board members and activists Ylenia Aguilar and Hector Jaramillo.
