Charges brought against state trooper in killing of Ricky Cobb II [1]

Hennepin County Attorney Mary Moriarty has brought charges against State Patrol Officer Ryan Londregan in the killing of Ricky Cobb II, who was shot and killed by Londregan during a traffic stop on I-94 in north Minneapolis last summer.
Cobb was stopped for driving without rear lights. Body camera videos of the killing show Cobb repeatedly asking a state trooper why he needed to get out of his car. When the troopers tried to remove him from the car, Cobb moved his arm in the direction of the gear shift, and Londregan — the trooper on the passenger side — shot him in the abdomen.
Cobb, badly wounded, drove off. He later died.
Londregan, who had a year and a half of experience at the time of the shooting, has been charged with second-degree unintentional murder, which carries a maximum sentence of 40 years; first-degree assault, with a maximum sentence of 20 years; and second-degree manslaughter, with a maximum sentence of 10 years.
“A critical component of the work of the Minnesota State Patrol is engaging with drivers during motor vehicle stops. This is something that State Troopers do every day, and, as a result, they receive extensive training on how to do so safely and effectively. Trooper Londregan did not follow this training,” Moriarty said in a statement.
She added: “These charges are appropriate based on the thorough investigation conducted by the Bureau of Criminal Apprehension and attorneys in our office.”
Londregan’s attorney Chris Madel attacked Moriarty in a statement, according to MPR News. “This county attorney has provided sweetheart deals to murderers and kidnappers, and now today she charges a hero,” Madel said in the statement. “This county attorney is literally out of control. Open season on law enforcement must end, and it’s going to end with this case.”
During a news conference last summer, Cobb’s family demanded accountability for the killing.
Cobb’s sister, Octavia Ruffin, said Cobb was a provider for and protector of the family.
“My brother was a good man,” she said. “I hope and pray that everyone sees that despite his past, he learned from it. He was growing to be a better man. He had a plan. We had a plan.”
He had five children.
