Yeah for utcsrgv!donald -- except that I think he is referring to
Dying Inside, by Silverberg.  I base this on the fact that I have
read every novel or short story collection by Poul Anderson but 4,
and none of those seem to match this discription.  Dying Inside is
wonderful, however.
It is one of my favorite books, so even if Poul Anderson did write
a similar one, I encourage people to read it.  Strangely, another of
my favorite books is about a successful society with telepaths; it's
called The Telepathist (The Whole Man in American paperback publication)
and is by John Brunner.
I have recently got a subscription to the Skeptical Enquirer -- and have
gone to the library and read back issues.  If you are interested in real
facts about stange occurrances from psi to ufos to the shroud of Turin,
I suggest that you get yourself a subscription.  It is well worth it.

Which brings me to the point -- although I do not believe that psi
or psi powers exist, i am willing to suspend disbelief for the
sake of interesting discussion.  What applies to theoretical people
can often be applied to real ones.  For instance -- if you were
psionic and had access to the mind of a person about to commit a crime
what would you do?  (If a psychiatrist suspects one of his patients
is about to commit a crime what does he do?  If you believe your spouse
is about to commit a crime, what do you do?)
