American offers such a prize, but the semi-retired magician Randi
has offered such a prize for a long time.
He is the guy who spent a lot of time chasing Uri Geller around
proving that Geller was a charlatan.
(Geller's tricks never seemed to work when Randi was present.)

The terms of the bet as I understood it was that Randi would fork
over a $10,000 bond to anyone who could do something with PSI that
Randi could not duplicate with normal abilities. Presumably this
would also involve Randi explaining how he had done it to forestall
the presumption that Randi is also a user of PSI. So far no-one
has claimed the bond. The bond has been sitting in a bank collecting
interest for years.

Randi, along with Martin Gardner and a few other rationalists are involved
in the Committee for the Scientific Investigation of Claims of the
Paranormal (CSICOP); whose sole aim in life seems to be the debunking
of all forms of pseudo-science.

By the way, as a means of sparking this discussion further, I invoke
my favorite quote: "Facts without theory is trivia, theory without
facts is bullshit". As far as I can tell, PSI and Creationism both
fall into the latter category.
