Announcing net.games.dip

When faced with the consequences of long Diplomacy-oriented things in
net.games, I received many requests for the stuff to be put in a
separate newsgroup.  This is that, net.games.dip, to be devoted to
discussion of the game Diplomacy, and also towards the play-by-net-
mail game of it in progress (and potential future games).
