Rust Monsters can appear on levels 8-18 inclusive, although
their frequency of appearence is low near the endpoints.
Most monsters you meet on the low levels have this
n to n+10 property. Leprauchans are found beginning at
level 7, Giant Ants on level 3, as far as I know.
