Rogue Score file collisions?

Several times now our rogue scores file has been clobbered, once in a
way that caused rogue core dumps when attempting to print the scores.
On our system, the score file is totally unprotected, so any malicious
person could modify it.  However, the frequency of rogue games on our
system is such that concurrent modifications of the file is also a
likely suspect.  Does anyone know whether:

 1)    It is safe to make rogue SUID to some user like "games"
       to protect the scores file (i.e. does it handle "!" escapes
       correctly).

 2)    Are there any safeguards in rogue against concurrent
       modification of the scores file.
