EUNICE bugs
Amplification on EUNICE bugs reported earlier.

The VMS privileges 'LOG_IO' and 'PHY_IO' appear to be incompatable with
EUNICE.  Taking these privileges away permits batch jobs and indirect
command files to use EUNICE without crashing the system or corrupting the
file system.
