Subject: The Method by Which We Can Change the Course of History

The following remarks were transmitted by video tape to the Schiller
Institute/ICLC conference held on March 20, 1993.
Helga Zepp-LaRouche

March 19, 1993

Dear Participants of the Conference,

Let me assure you that my mind and my heart are with you while
you are gathering here at this extraordinary moment of history.

I want to begin with a quote from Lyn, something he wrote in
the article ``On the Subject of God.'' There, Lyn says, ``I
am certain that Aeschylus's Prometheus is a true prophet; we
shall have an end of Olympus's tyranny soon, and that by aid
of God's own agent, the {imago viva Dei} acting within men and
women.'' An end to the tyranny of the oligarchs who believe
that they are the gods of Olympus--that must and shall be the
perspective for the period ahead, by the aid of God's own agent,
the {imago viva Dei,} acting within us.

What I want to discuss is the method by which we can change
the course of history, a method which we have already demonstrated
works, and which must be applied now if catastrophe is to be
avoided.

You all know that Lyn has called his autobiography {The Power
of Reason} and he has spoken many times about the material force
of ideas. We are in fact right now facing an unprecedented crisis
in human history and {only} ideas which correspond to the level
which was called by Plato ``the hypothesis of the higher hypothesis''
can effect the strategic-historical situation in the necessary
way. And for reasons which I hope I will be able to make clear,
Lyn--the person of Lyn--and his freedom are absolutely key in
this respect.

The Dramatic Change of the Epoch

Let's take a look at the strategic situation.

We are facing something which could become nothing less than
the collapse of human civilization. We are undergoing a most
dramatic change of the epoch. As of now, it is an open question
whether we will go into a period of global chaos and a Thirty
Years' War in which eventually all weapons systems will be used,
or whether we will be able to establish a just, new world economic
order based on a community of principle.

The most immediate situation we are looking at is that we are
facing an absolutely dramatic situation and escalation in Moscow.
Remember: It was less than two weeks ago that General Scherer
warned in Washington that the non-action of the West in the
Balkans in the face of the genocide committed by the Serbians
against the Croatian and the Bosnian people would lead Moscow
and has led Moscow to the conclusion that the West is only a
paper tiger and therefore they can do within the Baltics and
within the territory of the former Soviet Union as they please.

Two or three days ago, in Helsinki, before the Baltic Council,
[Andrei] Kozyrev, the Russian foreign minister, already announced
that if the so-called aggressive chauvinism in the Baltic states
against the Russian minorities were to continue, then there
would be a repetition of what had happened in former Yugoslavia
and that that would be inevitable.

The Scherer comments were not only published in the {Washington
Times} but also in British and German papers. And the next day
[Charles] Krauthammer in the {Washington Post} and the {International
Herald Tribune} refuted that, and said, in a direct response
to Scherer, without ever mentioning him, that the idea of wrecking
the Serbians would not impress the Russians. By doing that,
he gave a green light to Moscow to do in the Baltics as they
please; and Krauthammer therefore acted in the same fashion
as, previously, Baker, Eagleburger, Carrington, and others did
when they told Belgrade that the United States insisted on the
territorial integrity of Yugoslavia--and that was {after} Croatia
and Slovenia had declared independence. At that point, the Serbs
knew they could do whatever they pleased.

If there is no change in policy, we must expect a military intervention
in the Baltics by Russia, an invasion and occupation by Russian
Special Forces, {Spetsnaz} forces; and were this to happen,
I can assure you: This will be a thunderbolt. It will be a complete
shock to the world, and it will occur in the context of a power
shift in Moscow in these coming days and weeks.

Maybe this power change will be in the form of a presidential
regime in which, however, Yeltsin will no longer be the decisive
factor; maybe he will be the figurehead. But it can also not
be excluded, that there will be a full-fledged military-industrial
complex coup in Moscow, in the same way as the coup attempt
in August 1991 was not exactly predictable.

It could be, that the coming Russian government will have a
centrist orientation, in which the Civic Union and the military-industrial
complex will be the real control, that there will be a presidential
emergency rule, in which the real hard Afghantsis [former Soviet
military men in Afghanistan] will move to the center of power.
Then, there will be the great danger, that a military move will
not only occur in the Baltics, but also against Georgia and
Ukraine; and there could be a repetition of what happened in
former Yugoslavia, in the entire territory of the former Soviet
Union; and remember, {four states of these republics do have
nuclear weapons.}

Under those circumstances, it is already very clear that the
so-called START II Treaty is finished--this treaty which was
called by George Bush the greatest breakthrough in the history
of the twentieth century. (The intent was obvious: That would
have meant that he was the greatest peacemaker and diplomat
of the twentieth century.)

It is also questionable, under those circumstances, whether
the summit between Clinton and Yeltsin at the beginning of April
will still take place.

Now, we are facing paying the bill for the gigantic mistake
made in the treatment of Russia.

After the disintegration of the Soviet Union, after the coup
attempt in 1991, what did the West do? They applied the shock
therapy, the IMF conditionalities, the free market policy, the
looting. They treated Russia like a banana republic in a {colonialist}
way. And Bush, driven by the arrogance of power of the gods
of Olympus, said that now comes the new world order, in which
the United States is the only superpower left.

This arrogance and this mistreatment has led to a gigantic backlash
in Moscow and the development of a very severe anti-Western
feeling.  If this is not stopped quickly, dramatically, soon,
this could lead and will lead to a new East-West confrontation
and an East-West conflict and eventually a Third World War in
the form of a global Thirty Years' War.

For people in Europe, this is very clear, especially the older
people, who have experienced war already. And in the United
States, where people have not had a war on their territory for
more than 100 years: {You better wake up quickly, that we are
in a countdown to World War III already.}

For the last 21 months, the West {has }tolerated a war of conquest
and unprecedented genocide by the Serbs against Croatia and
Bosnia. This war was conducted with unimaginable bestiality;
and a minimum of 300,000 people are dead; there are a minimum
of 2.5 million refugees; and a minimum of 80,000 Muslim women
have been mass-raped. One-third of Croatia is occupied and Bosnia
is virtually totally destroyed. Not one city, not one village,
not one house, is left intact.

Twenty-one months of passivity of the West in the face of a
war in Europe--not somewhere in the Gulf or in the Third World,
but in Europe--has resulted in the complete loss of legitimacy
of power, of the governments and institutions of the West. The
governments, the parties, and the institutions have become hollow
structures. They have lost the mandate of heaven in the eyes
of the people.

The Danger of Geopolitics

Why did Europe not react?  Because European policy is

dominated by geopolitics. Imagine:  Already in November 1989,
the same month the Berlin Wall came down, the British press
were already talking about the so-called ``Fourth Reich.'' There
was no Fourth Reich. People in Bonn were asleep, and the people
in East Germany were demonstrating against the communist dictatorship;
so where was the Fourth Reich?

The myth of the Fourth Reich was only the fear of the Anglo-Americans
of the German potential to help to develop the East economically;
and the old geopolitical fear came up, which had already led
to the First World War, namely, that an economically strong
Eurasian heartland would dominate the world, and put the so-called
Atlantic Rim countries--the United States and Great Britain--into
relatively minor positions, and that they would lose their control
over the world.

The only person who, outside of us, had any perspective on what
to do with the East--the German banker and head of Deutsche
Bank [Alfred] Herrhausen, who had a plan to develop Poland and
to reorganize the debt--was assassinated, and as even now it
has been reported even on German TV, Anglo-American financial
interests are the very likely {cui bono.}

Because of the intellectual cowardice of Bonn, which feared
to denounce the Fourth Reich myth the moment it came up, the
fear and the cowardice of the Bonn government to investigate
what was the real background of the assassination of Herrhausen;
this cowardice led immediately to the Gulf war, which was the
first geopolitical war against Europe and against Germany in
particular, according to the old British idea of controlling
the world through ``splendid little wars'' in the Third World,
and by taking the momentum away from Europe and putting it back
in the hands of the so-called coalition dominated by the United
States.

The cowardice of Germany and the Europeans to denounce the Fourth
Reich myth, to denounce the assassination of Herrhausen, and
to denounce the geopolitical dimensions of the Gulf war, led
to the war in the Balkans, which was the second geopolitical
war against Europe.

Now, it is a question of time as to when the war in former Yugoslavia
will become an all-Balkans war, because the Serbs will not be
satisfied with having occupied one-third of Croatia, with having
more or less the entirety of Bosnia. They need to have Kosovo,
the famous Amselfeld, which they regard to be the heart of Serbian
territory. And they already have started with the so-called
ethnic cleansing of 2 million Albanians living in Kosovo.

If this continues, and Albania is hit by these refugees, then
Turkey, which has a military treaty with Albania, will become
involved. If the Serbs realize their secret plan to divide Macedonia
with Greece, then Greece will get involved, and you will have
two NATO states involved on two opposite sides of the war, which
means then the southern flank of NATO is at stake and then a
military intervention is necessary--and this may occur in a
very short period ahead.

If this happens, the danger exists that the war will spread
to Bulgaria, Rumania, and will eventually involve Hungary. Where
shall this stop?

All of this could repeat itself in the former Soviet Union.
The Baltics are already called ``the next Balkan crisis.'' Yeltsin
has already asked the West for the right for Russia to be the
police in the territory of the former Soviet Union. There is
massive pressure on Ukraine and this can lead to a military
conflict--not only over Crimea; there are 20 autonomous republics
in Russia, which want to have independence, if necessary by
military means.

A de facto war is already the case between Russia and Georgia,
with a de facto full alert and mobilization of the Georgian
army.

War Against Islam

One big factor in the coming crisis, is what will happen with
Islam.  With the collapse of the Yalta order after 1989, the
Soviet Union as the ``enemy image'' of the West collapsed; and
the ruling forces of the old Yalta order needed to build up
a new enemy image to control the world by their means. It was
clear that the North-South conflict was supposed to replace
the old East-West conflict and that especially Islam had to
be built as the new enemy image.

The Islamic people had to be convinced of that; and one aspect
of the atrocities against the Muslims in Bosnia, was exactly
that: to convince the Muslims that they were the new enemy image
and this was then helped by agents provocateurs sent in especially
from Saudi Arabia, and other countries.

It is very clear, as of now, that the Anglo-Americans and NATO
are preparing a showdown with Islam. This was the purpose of
the so-called operation in Somalia, which had very little to
do with humanitarian aid, but {everything} to do with positioning
themselves for the control of the Indian Ocean and the Horn
of Africa.

Under the Bush administration, preparations were made to strike
against east Iran within one year.  For Russia, the big question
is: What happens if the Islamic peoples in the southern republics
stand up?

Tajikistan, the region of the so-called ``roof of the world,''
will, in all likelihood, be the trigger to enflame the entire
area, the so-called arc reaching from the Adriatic through Iraq,
the Caucasus, Iran, Afghanistan, the Pamirs, and the Hindu Kush,
to the Himalayas. The Tajikistan situation, by the way, is not
less tragic than the situation in Bosnia. There is already a
full-fledged civil war with 100,000 people dead, and 800,000
refugees, of which 100,000 are now hostages of another civil
war raging in Afghanistan. And right now, a spring offensive
against the Islamicists is in preparation in this region, just
waiting for better weather conditions.

Tajikistan is in very close proximity to China; and there the
conflict could spill over especially to the Muslim population
in Sinkiang and, to a lesser extent, to Tibet. There is a major
crisis developing between India and Pakistan over Kashmir in
any case, but now aided by the bombing in Bombay, for which
Pakistan officially was accused by the Indian government.

It is absolutely obvious how, under those conditions, the entire
Eurasian continent could go up in flames in a Thirty Years'
War, including the use of nuclear weapons, which many countries
have.

Under conditions of such a North-South conflict developing,
it could quickly turn into a new East-West conflict, especially
because under those circumstances it is to be expected that
the presently visible strategy of tension will get worse. The
bombing of the World Trade Center, the bombings recently happening
in Turkey, Egypt, and so forth, are all already pre-signs of
this global irregular warfare; and all of this will get worse
under conditions of the escalating global depression.

As long as the free market economy and the IMF policies are
continued, that depression will become worse, and it will open
like a spiral opening towards a bottomless pit. And if the depression
worsens globally, you can be sure a Third World War is inevitable.

If the depression continues, a new, horrible fascism also will
spread all over the globe, which already exists in the form
of neo-Malthusian racism. A paradigm shift, away from the idea
that human life is sacred, was prepared over the last 20 years
by institutions like the Club of Rome and other think tanks
and foundations of the Anglo-American oligarchy and their hangers-on
to power.

Overpopulation is the byword of the new fascism.

Twenty years ago, people still knew that ``overpopulation''
was a Rockefeller baby. In the meantime, people have forgotten
that. Remember the infamous study of the National Security Council
done under Henry Kissinger, NSM-200, which basically defined
population growth in the Third World as a threat to the national
security interests of the United States, and which was supposed
to allow even the use of the food weapon against the populations
of the Third World.

You remember the French fascist Jacques Cousteau, who said that
if a collapse in the South occurs and one billion refugees from
the South are migrating to the North, that under those circumstances,
the use of nuclear weapons against these refugees would be legitimate--the
same Jacques Cousteau who suggested that in order to stabilize
the world population you would have to kill 350 million people
per day. That is the new fascism.

Part of that new fascism developing is also the fact, that a
new border of wealth or supposed wealth is being built on the
eastern side of Poland, the Czech republic, Slovakia, Hungary,
and Austria. NATO right now is developing the Rapid Deployment
Force against the refugees from the East.  Poland expects {35
million refugees} to come from Russia through Poland, and they
want to seal the border against these people.

What do you think will happen, if Yugoslavia repeats itself
in the East?  We will not talk about 2 million refugees; we
will talk about hundreds of millions of refugees.

The Moral Condition of Mankind

Under those circumstances, we have to be very, very concerned
with what moral condition mankind will come out of this crisis.

If we have such a collapse of civilization, then the world will
be more and more dominated by mafias, youth gangs, and just
look at what is happening to Italy at this moment:  60,000--{60,000}--politicians
and managers are being indicted or arrested right now for corruption;
and the only positive thing that one can say about Italy is
that our publishing of the plot of the Anglo-American financial
warfare against Italy is now a subject of a parliamentarian
investigation, especially looking at a meeting which took place
last summer on the yacht {Britannica} of Queen Elizabeth at
the port of Sicily, in which the conspiracy to privatize the
Italian state industry was conducted. And these people are now
being investigated for high treason; and the {EIR} material
is being used very prominently in Italy for this.

But Italy may not exist as a nation a couple of weeks from now.
That is the reality.

Look at Holland. Holland, which, according to Norbert Brainin,
during the Nazi period, gave some refuge to Jews fleeing from
the Nazi terror; Holland today has implemented euthanasia in
a more open fashion than the Nazis ever did. They have now made
an official law, leaving it to the doctor's decision to kill
a patient even against his will or against the will of his family,
for cost-efficiency reasons. This is threatening to become a
precedent for the entire world under conditions of global depression,
that life will mean nothing but it can be sacrificed; the old
and the feeble will be killed.

Already now, we are witnessing the worst genocide to ever occur
in history. What is happening against Africa and the entire
Third World {is worse than any genocide including that under
the Nazis.}

If the depression continues, the United States, in all probability,
will collapse and disintegrate during the 1990s in the same
way that the Soviet Union disintegrated during the 1980s.

What will happen under those conditions to the moral condition
of mankind?

There is no guarantee that human civilization will survive--at
least not in any form as we have known it, with the values of
what we have called Western Christian civilization.

Was this global crisis inevitable?  Absolutely not.

I say here--and I want people to debate it and think about it
and draw their conclusions from it--I say that the crisis is
the result of the rejection of Lyn's policies, not in some general
form, but very concretely, of three policy proposals, which
had the potential to change the course of history.

In the last decade, there were three occasions which could have
become the {punctum saliens} for world history. Schiller called
the {punctum saliens} that moment in a tragedy when, after the
drama has unfolded and the plot has been presented, there comes
a final moment where the main actors on the stage have it in
their power, through their action, to make sure that the drama
does not end as a tragedy, but a better solution has been found;
and that it depends on the moral integrity and greatness of
the actor and the main figures, whether this {punctum saliens}
can be met.

In 1982, Lyn proposed {Operation Juarez,} which could have been
the beginning of a new world economic order because he proposed
the debt reorganization of Latin America and the Third World.
This would have even saved the U.S. banking system; as a matter
of fact, it would have put the U.S.  banking system on a sound
basis.

We know what happened. The U.S.  financial establishment chose
the monetarist approach, and they went into ever-wider monetarist
policies:  leveraged buy-out takeovers and derivative operations.
Now you have a gigantic bubble which is threatening to lead
to the biggest bust in the history of the financial markets.

This has resulted in what even President Mubarak, not exactly
an anti-Anglo-American hero, has called the genocide of more
than 500 million people throughout the 1980s due to the International
Monetary Fund. Half a billion people being killed as a result
of these policies--and that is probably a conservative view.

Had {Operation Juarez} been implemented, the Southern Hemisphere
today would be prospering, and there would be growing markets
for the industries of the North. [Jose] Lopez Portillo, the
President of Mexico at that time, had started to implement this;
and it was only because of a lack of solidarity by Brazil and
Argentina and the massive pressure by the Anglo-Americans that
that opportunity was missed.

The second major {punctum saliens} was in 1983, when Lyn had
proposed the conception of the SDI. For Lyn it was already clear,
at the end of the 1970s, that the Soviets were developing their
own version of ballistic missile defense. The 1962 Sokolovsky
Doctrine, which said that whoever controls space will control
the world, the planet Earth, was in cohesion with the policies
of Moscow as the Third Rome at that time, and the policy later
developed in the Ogarkov Plan for world domination.

At the same time, in the West, you had the NATO doctrine of
Mutual and Assured Destruction, especially when the SS-20s and
the Pershing IIs were deployed, and the whole world moved more
and more into a situation of launch on warning, which meant
that there was less than ten minutes' warning time in order
to launch nuclear war. And Lyn, in a completely ingenious design,
proposed to replace this dangerous and immoral MAD doctrine
with the doctrine of Mutual and Assured Survival, which was
the idea that both superpowers should develop and deploy together
these new technologies based on new physical principles, which
later became the SDI.

Lyn correctly noted that the greatest impetus to world peace
would be if one superpower alone would deploy these new technologies,
because then the other superpower would be confronted with the
danger that their own nuclear weapons soon would be obsolete.
This would have meant, if it had been implemented, that for
the first time, defense would have been less costly than the
offensive; and therefore nuclear weapons would really have become
obsolete.

Lyn developed the famous protocol for the superpowers, which
was the idea that between two superpowers these technologies
would be implemented and because of their application in civilian
technology, they would become the science-driver for the whole
world economy.

This, then, became the main objection from the side of the Soviets,
namely, the idea that the West would be better able to apply
these technologies than they.

When Reagan made the offer of the SDI in March, there was a
gigantic backlash on all sides. Why?

Because this would have meant that the idea of the rule of the
world in the form of the Yalta condominium, the entire idea
of oligarchical rule and Pugwash and the disarmament process
as a means of control, would have been ended. There would have
been a massive technology transfer to the Third World instead;
there would have been the idea of each country on the planet
being nationally sovereign, and it would have meant an end to
using the Third World for proxy wars by the superpowers--and
especially, as Edward Teller noted at that time, the need for
secrecy would have been ended because from whom would you want
to hide the new technologies if countries were working together.

This incredible {punctum saliens} was missed. The Kissinger
forces in the United States made a coup, the SDI was immediately
watered down, and on the Soviet side, an unprecedented slander
campaign against Lyn and the organization was started. The SDI
and Lyn were called {casus belli.}

Instead of accepting Reagan's offer, which lasted still till
August 1983, the Soviets went into a massive rearmament drive
which consequently led to the collapse of the Soviet Union.
The former Soviet foreign minister, Alexander Bessmertnykh,
just recently, a couple of weeks ago, in a conference in the
United States, said that the SDI was the major cause for the
collapse of the Soviet Union; but also on the U.S.  side, the
rejection of Lyn's policy led to the depression in which the
United States now is.

But it is a fact that Reagan accepted the policy proposed by
Lyn; and we succeeded--at least for a short period of time,
in showing how the course of history could have been changed.

The SDI was defeated shortly afterwards; already in May, Andropov
gave his famous interview to {Spiegel} magazine in which he
proposed to divide the world and rule it under a condominium,
to divide it into spheres of influence.

Had Moscow instead accepted the discussion and negotiated the
application of these new technologies based on new physical
principles, the whole world could have been changed, and history
would not be what it is today.

Instead, [Fyodor] Burlatsky, who is of evil fame among all the
dissidents in Russia because he was the main police dog harassing
the dissidents, called Lyn and the SDI the {casus belli.} And
Lyn correctly noted: What does it say about the condition of
the world if one man is called {casus belli} between two superpowers?

It is very clear: {Lyn was the main dissident} of that Yalta
order and hated, therefore, by both sides.

Rather than accepting the idea of the discussion, the Soviets
went into the build-up of the Ogarkov Plan and what we had reported
at the time in the {Global Showdown} reports, and were attacked
for by all the media, is now even in the pages of the {Washington
Post,} namely, that the NVA, the army of the former East Germany,
together with the Warsaw Pact Army, the Red Army, had a complete
attack plan to take over Western Europe, including communication,
transport, factories--including renaming all the streets. So
we were {completely vindicated.}

Strategic Interventions of 1988 and 1989

In 1988, Lyn made the famous speech at the Bristol Hotel predicting
the early collapse of the Soviet economy and suggested therefore
the early unification of Germany and to use Poland as a model
of how to develop the countries of the East with Western technology.
I can assure you: No politician of the West at that time saw
German unification as an immediate possibility. Willy Brandt
in this period spoke of the ``lie of the century.''

Exactly one year later, in November 1989, the Berlin Wall came
down, and there is no question that Lyn is more responsible
for this than any other individual. Once again the whole world
was unprepared for this, and Lyn, who was already sitting in
jail as a result of the Soviet demand before the summit between
Reagan and Gorbachov in Reykjavik in October 1986, from his
prison cell made the great proposal, a great vision: to use
the Productive Triangle, Paris-Berlin-Vienna, as a border to
develop then, via spiral arms of development, a whole infrastructure
program for Eurasia.

Once again, this represented a {punctum saliens,} a point at
which history could have been changed in the most dramatic way.
What a moment; everybody spoke of the historic chance of Europe.
East-West relations could have been put on a completely different
basis, and the Productive Triangle could have become the locomotive
for the world economy and could have been the program for a
global reconstruction. We would not be in a depression today.

You should remember the tears of joy people were crying when
the Berlin Wall came down. They were dancing on that Wall. People
in the West, in Western Europe but around the world, were better
human beings because of that moment for a short while. People
in the East were full of expectations.  Anything would have
been possible at that moment. Had Chancellor Kohl addressed
the peoples of the East and proposed Lyn's vision, announcing
this plan--how easy would it have been!  {Everybody} would have
accepted it.

But once again, a great moment of history was missed. Herrhausen,
who had made a much more modest proposal for Poland and reorganization
of Third World debt, was assassinated. After that, no German
politician or banker or industrialist dared to even think of
the development of the East outside of the axioms of the Yalta
order.

Instead of using that great opportunity, the Anglo-American
Establishment used Russia, via Gorbachov and Yazov, to launch
the Serbian aggression; and the result of this is chaos, anarchy,
and the threat of World War III.

The Lessons To Be Learned

The West now realizes in a great shock that Bush was wrong;
that the U.S.A. is {not} the only superpower left, that Russia
is {not} defeated. They still do have ICBMs; and the old {Feindbild}
[enemy image] of the West is coming back fast.

A big, big shock is now supposed to happen.

What lesson do we have to learn from that? Three times in one
decade we had a {punctum saliens}; three times a golden opportunity
was missed, each time because the axioms of thinking of the
political elite were based on geopolitics and neo-Malthusianism.

The idea that an oligarchical elite would base their control
over the world, on the relative backwardness of the vast majority
of the world population--what has this produced?

In 1982, Operation Juarez could have meant the beginning of
the development of the Southern Hemisphere.  This idea was abhorrent
to the financial elite, who were guided by the Physiocratic
idea that the only source of wealth is the control over natural
resources and usury, and who think that the black, brown, and
yellow populations of the South are a ``population bomb.'' What
cynicism!

The rejection of that opportrunity has meant the near-depopulation
of Africa and the danger of Africanization of Latin America.

The second {punctum saliens,} the SDI, could have meant the
replacement of the superpower condominium and the establishment
of an entente of sovereign nation-states collaborating with
each other based on a community of principle. The rejection
of this has led to the collapse of the Soviet Union and the
depression of the West.

The third {punctum saliens,} the Productive Triangle, would
have meant using the collapse of the Versailles-Yalta order,
which had dominated the entire twentieth century, to overcome
the twin brothers of evil of the twentieth century, communism
{and} liberalism, and to put the economy into cohesion with
Christian morality. The rejection of this has led to global
depression and the danger of World War III.

Three times the {punctum saliens} was missed bcause the {axioms
of thinking} were not changed.

Now we have maybe one last final chance to correct that, or
else we are going into a catastrophe. People have not yet imagined
what it could be.

LaRouche's Method

Why am I optimistic that we can accomplish that?

The main reason is that geopolitics and neo-Malthusianism, which
are the essential cause for the present crisis, are the doctrines
of the gods of Olympus and they are based on axioms which are
from an inferior universe. This doctrine is in violation of
the very laws of God's Creation.

Lyn was able to define or touch those {punctum saliens} points
because his method of thinking is in a very far-reaching coherence
with the laws of God's Creation. This method of Lyn is the reason
why his analysis about the nature of the crisis has been vindicated
again and again, and why he repeatedly has offered solutions
to apparently insoluble situations.

The reason for this is, that Lyn himself is the exemplary educated
Classical humanist, the modern Renaissance man, which he has
defined as the standard for an adequate education for everybody.

The solutions offered by Lyn are not arbitrary, but define the
necessary pathway if history is to succeed, because Lyn, through
approximately 55 years of rigorous intellectual work, is fulfilling
to a very large extent the demand by Nicolaus of Cusa, that
in order to define the {necessary} next qualitative leap in
knowledge, one has to know, at least, the essential areas of
knowledge of one's time.

Lyn himself has worked to replicate, in his own mind, many of
the great moments of concentrated valid discoveries of many
of the great original thinkers of all of human history. Lyn
has done what Cusa says about the true microcosm, the {imago
viva Dei.} His proposals, which he made at these points of {punctum
saliens}, were not just some good idea, or some intuitions,
but they represent an intelligible form of creative thinking.

It is exactly what Plato called the method of hypothesis. To
see one's own creative efforts in the setting of the higher
hypothesis posed by one's experience of creative moments of
history up to now, is to make one's own conscious efforts an
object of conscious reflection. This {is} the hypothesis of
the higher hypothesis; and because Lyn knows that principle
of higher hypothesis, he knew where, how, and when to leap and
when to make these proposals.

The essential discoveries of Lyn made between 1948 and 1952,
are the key to comprehending the method of Lyn's thinking, which
Lyn at that time came to by studying the qualitative developments
within living processes and having a very clear idea of creativity
in Classical composition in Classical music from Bach to Beethoven.

Because of that, Lyn became very angry at the statistical notion
of negentropy as it was developed by people like Kelvin, Helmholz,
Boltzmann, and Maxwell, but also by the information theory of
Norbert Wiener--especially when he came across the great discovery
of Georg Cantor and especially Cantor's late contribution and
discovery of the transfinite {alephs.} Lyn recognized that here
was the solution to what Bernhard Riemann in his paper on hypotheses
had been looking for.

Lyn proved that Cantor had not simply discovered a higher class
of numbers, with no possibility of application in the real world,
but that the concept of transfinite {alephs} actually defined
the necessary sequence of successive increases in potential
population density of the human species.

By applying that theory to the economy, Lyn could demonstrate
the correlation of the creative hypothesis of the human mind,
and therefore an occurrence in the realm of the spiritual, and
an increase of man's power over nature, as measureable in per
capita and per square kilometer increases in productivity, and
therefore efficient in the material world.

The microcosm/macrocosm correspondence was proven, and a yardstick
to measure what ``common good'' means, was found.

With this essential discovery, Lyn did nothing less than to
prove in scientific terms what was said in the Book of Genesis,
in verses 26-31, that man has to subdue the Earth, multiply,
and so forth.

Lyn proved that that which was written in the Book of Genesis,
{is actually the law of Creation and of the physical universe};
and therefore, the object of our quest for scientific knowledge
is to refine our hypothesizing the higher hypothesis towards
desired lessening of disagreement between {our} wills and the
manifest will of God.

What Lyn has done with that discovery, is to prove that the
laws of Creation are intelligible.

Another, related notion which Lyn has developed, which in this
context is of utmost importance, is that of isochronicity. Lyn
emphasized, as Cusa did before him, that the place where the
continuous creation of the universe takes place, is the individual
mind and the creativity of the individual. Each true discovery,
the generation of every true thought-object, occurs uniquely
within the sovereign creative mental process of the individual
person.  Nevertheless, in each valid discovery, the individual
acts directly upon the entire corpus of human knowledge up to
now, and upon the potential population density of the present
and the future of the human species.

How important, how necessary, therefore, is the individual human
mind to the human species as a whole?

This question touches upon the very foundation of our morality
and responsibility for mankind.

Lyn refers to the example of Plato, without whom, it is more
than doubtful, that that which we call Christian European culture,
especially in the form it developed after the Italian Renaissance,
could have developed.

Lyn's breakthrough of 1952, which in the meantime has effected
many consequent breakthroughs in many fields--in economy, in
natural science, in the understanding of Classical composition,
in historiogrpahy, in poetry, to name only a few areas--in my
view, will have an impact on the development of mankind of no
less dimensions, especially when one considers the principle
of isochronicity.

As Lyn has stressed, when we reach back into history to employ
and modify a discovery made centuries ago, we are changing the
past in the essential feature of all things in the past, namely,
{their outcome for the future.  We can actually change the past,
by redefining their importance in respect to the outcome for
the future.} What a thought!

From that standpoint, Lyn has already re-evaluated and enriched
the contributions of many great minds of the past: that of Plato,
that of Augustine, of Cusa, Leibniz, of Beethoven, of Cantor,
and many others.

When we focus on that contribution of Lyn, of discovering that
world-line of necessary predecessors and successors in the isochronic
domain of thought objects, then we get a glimpse of the true
laws of the universe, which are miles and miles superior to
those of the ruling elite.

For this reason, I do believe that Lyn, as a person and specifically
Lyn's freedom, represent a very special {punctum saliens} in
human history. Lyn has proven that the continued existence of
mankind requires the participation of a sufficient, increasing
number and eventually, one wishes, of {all} of the population's
individuals, in the continuing process of generation, transmission,
and efficient assimilation of the fruits of fundamental progress
in science and Classical art.

If Lyn has proven that this is the essence of our ability as
a human species to exist and progress, what does that then mean
for us as we face this great crisis?

It means we have to understand and act upon the comprehension
that the development of the individual person's divine spark
of potential for creative reason, the potential for perfecting
oneself as {imago viva Dei,} is the {essence} of history.

We are in a deep crisis in the world, facing a potentially unprecedented
catastrophe, because the axioms of thinking of the ruling elites
{are rotten.} They are oligarchical axioms, that there is an
elite of Supermen, of {Herrenmenschen,} and that there is a
mass of helots which can be sacrificed for the pleasure and
the benefit of the oligarchs whenever they please.

Against that great evil, we have to develop the inner force
in people, that allows them to develop their creativity and
their capacity for {Capax Dei,} for participating in God, so
that they can recognize that the dictatorship of a few could
be imposed upon them only on the basis of their former passivity
and sheepishness.

Friedrich Schiller asked: What greater treasure could man give
to others, than the truth?

Who has given more to others than Lyn?

Our Task

The tasks ahead are very clear. We have to change the axioms
of thinking which allow geopolitics and neo-Malthusianism and
bring about the individual identity and the image of man in
cohesion with God's Creation.

In the short term, that means that we have to make a gigantic
effort--{a gigantic effort}--to implement the economic reforms
that Lyn proposed in 1989 as the centerpiece for a world reconstruction
program. The Productive Triangle and the development plan for
the East, {must} be offered by the West, as the only way to
stabilize the economic and political situation in Russia and
around the world.

That means we have to undo the mistakes made in 1982, 1983,
and 1989; and if geopolitics is abandoned, then the war in the
Balkans can be ended and a peace plan can be realized; and then
we can and must have a Christian-Islamic dialogue based on economic
development instead of religious war. Because {only} if this
dialogue is based on economic development, as Lyn has proposed,
can it be fruitful.

For mankind and for history, not much time is left. Therefore,
we need an absolutely massive international mobilization, and
to use the fact that, finally, some people are waking up to
the fact that a catastrophe is looming, and that this will happen
if the policy towards Russia is {not} corrected. But the only
guarantee that the prophecy of Prometheus becomes true, and
that there {will} be an end to the tyranny of the gods of Olympus,
is that we build an international civil rights movement around
the world which realizes the inalienable rights of all individuals
on the planet as {imago viva Dei}--of each human person being
in the image of God.

We as a human species will {only} survive if we do that; but
I am certain that we will do {exactly} that by God's own agent,
the {imago viva Dei} acting within us.
