ANNOUNCER: Twenty-five years ago, America was an industrial
superpower -- the political, economic, and moral leader of
the free world.
In these last 25 years -- under the six American presidents
who followed John Kennedy -- our industrial economy has been
turned into a junk-heap. The world has turned into an uglier
and more-dangerous place for everyone.
The problems which we were beginning to solve in the
1960s, have only gotten worse.
What are the prospects which face a 25-year-old of today?
What is the job market? What is the state of our industries and
farms? And, if our current degeneration is not turned around,
what hell on earth awaits the infants who will be adults 25 years
in the future?
The last time the United States had a healthy economy
was during the Kennedy Administration. The essential feature
of President Kennedy's recovery from the Eisenhower recession
was a massive build-up of the high-technology aerospace sector
of industry, based on the Apollo Project. This national mission
to put an American on the Moon by the end of the 1960s, acted
as a science driver for the economy, and meant that, for every
dollar invested by the government in research and development,
we got back somewhere between ten and fourteen dollars in
spinoff benefits in the private sector.
Kennedy combined his crash aerospace project with an
investment tax credit program. Under these, America's industrial
base grew rapidly.
But, when Kennedy was murdered, his policies were left
in the hands of Cabinet members like Robert Strange MacNamara,
the Defense Secretary, who later engineered America's commitment
to the sickening, no-win butchery called the Vietnam War.
LAROUCHE: Defense Secretary MacNamara introduced a complete
reversal of everything which had to do with the John F. Kennedy
economic recovery program and other things. In fact, MacNamara
went much, much further. He and his co-thinkers reversed the
entire tradition of the American philosophy of government since
before the American Revolution. Whereas the United States,
before MacNamara, had been committed to scientific and
technological progress, investment in that progress, as a way of
meeting the material problems of life, and education, and so
forth, MacNamara and his friends reversed it. They introduced
what became known as a "post-industrial society."
This was the policy of every President after Johnson.
It was the policy of the New York Council on Foreign Relations;
it was the policy, of course, of the Club of Rome, a British
intelligence operation created to foster this kind of thing; it
was the policy of the Trilateral Commission of David Rockefeller,
which gave you Jimmy Carter and Walter Mondale. This is what has
ruined us over the past 25-odd years.
ANNOUNCER: The damage started by MacNamara was intensified
with the Administration of Henry Kissinger and his President,
Richard Nixon. In 1971, Nixon destroyed the relative stability
of the post-World War II monetary system, by taking the dollar
off the gold standard. This allowed the international banking
system to stop investment in industry, and start making its
money in pure currency speculation. Kissinger capped this
swindle in 1973, by engineering the Great Oil Hoax, which
destroyed industry even further, while creating billions
of new petro-dollars to fuel further speculation.
LAROUCHE: In 1976, with great reluctance, I got into politics.
I made my first independent campaign for President, in support
of a general reform in international and national economic
policy -- a reform which I then saw, correctly, as necessary to avoid
the kind of depression into which the United States has dragged
the world today.
I saw and said that, as bad as the Kissinger Republicans
had been, the Carter candidacy represented David Rockefeller
Democrats, Kissinger Democrats -- who would be even worse.
I commissioned several exposes, documenting the evidence
that a Carter Presidency would be committed to outright
genocide against Third World countries, and would worsen
every political folly which we had experienced under Nixon
and Ford.
LAROUCHE: Now, the personality of Carter, of course, is somewhat
minor in this respect. Carter is nothing but a pawn of the
Rockefeller-dominated forces, together with other forces,
i.e., the New York Council on Foreign Relations. Carter was
a protege of David Rockefeller and Zbigniew Brzezinski in
the Trilateral Commission, organized by David Rockefeller.
Because the world is in a monetary crisis; that is, because
the monetary system constructed at the end of World War II is now
collapsing: the case of Italy, the case of Britain, the collapse
of the Eurobond market, of the Eurodollar market, the fact that
17 or perhaps 20 developing nations are now in default on their
international debts, the fact that there is no confidence in the
international monetary system. Certain forces within the United
States are committed to attempting to save this bankrupt monetary
system. The methods to which they are resorting, are consciously
modeled upon those used earlier by Hjalmar Schacht, the Nazi
Finance Minister, particularly during the 1933-1936 period. That
is, they are resorting to methods of expreme austerity --
auto-cannibalistic austerity -- in the effort to squeeze out of
real income, out of essential social services, and out of the
capital of industry itself, sufficient wealth to roll over, for
at least a time, some of the bankrupt debt holdings of certain
financial interests.

ANNOUNCER: The Carter Adminstration fulfilled LaRouche's
warnings. The operant policy became something described
in a Council on Foreign Relations policy document as "controlled
disintegration", a plan to undermine the national sovereignty
of other nations in order that the Anglo-American banking
community might better manage the collapse of the world economy
into the post-industrial era.
The key to controlled disintegration was the high-interest
rate policies of the Federal Reserve under Paul Volker, who
used the fraudulent excuse that America had to curb inflation.
LAROUCHE: The Volker high-interest rate policy meant the
complete erosion of America's basic economic infrastructure.
As I warned in national television broadcasts in both the 1980
and 1984 presidential campaigns, all of the measures of REAL
economic growth -- the percentage of industrial and agricultural
operatives in the workforce; the physical productivity of labor;
the amount of machine-tool and capital-goods created -- had been
collapsing disastrously since the mid-1970s.
ANNOUNCER: By 1981, when Ronald Reagan came to the White
House, the United States was already bankrupt by any competent
measure of physical economy.
By 1982, the international banking system was in ruins.
The dollar-denominated debt of the less-developed nations had
been inflated massively. At the same time, their own internal
industries had shrivelled due to lack of international
investment. In 1982, LaRouche indentified that Third World debt
simply could not be paid. LaRouche developed Operation Juarez, a
proposal for an orderly moratorium on Latin-American debt to the
International Monetary Fund and to the New York and London banks.
This was combined with a plan for industrial development.
The Reagan-Bush Administration refused Operation Juarez,
and, in October 1982, brought in Henry Kissinger to threaten
the nations of Latin-America with dire consequences if they
did not refinance their debt to the IMF. As LaRouche himself
warned in 1984:
LAROUCHE: What the United States government has done, by
supporting the International Monetary Fund and Kissinger's New
York bankers, is to loot the U.S. dollar and to loot the indebted
nations, both at the same time. We are being looted, to bail out
bad bankers, in a scheme which must collapse very soon.

RONALD REAGAN: There has been a chorus of American politicians
playing to the fears of working people, singing the song of
protectionism, and charging that, as a result of the trade
deficit, jobs will go overseas, unemployement will rise, and
the United States will be de-industrialized.

ANNOUNCER: President Reagan's response to the crisis, like
President Bush's today, was simply, to declare an economic
recovery. The Reagan-Bush "free enterprise recovery" of the 1980s
really meant an orgy of pure financial speculation, totally
unconnected to industrial or agricultural production. This was
combined with deregulation, and a spree of leveraged buy-outs and
asset-stripping fueled by trillions of dollars of worthless junk
bonds. Lyndon LaRouche repeatedly warned you of this danger
during his 1988 presidential campaign:
LAROUCHE: The internatinal financial crisis we are experiencing
today, is the direct result of those policy decisions made
by the Reagan-Bush Administration during October 1982. If
you look into the financial figures, you will see, that beginning
October 1982, the U.S. banking system began to build up the
biggest international financial bubble in history. As a
result of President Reagan's continuing the policy he adoped
during October 1982, U.S. financial income zoomed over the
five years from October 1982 to October 1987. But, the level
of physical production inside the United States collapsed
at a rate of between two and five percent a year -- during
1983, 1984, 1985, 1986, and 1987.
As a direct result of the President's rejecting my
proposal, U.S. export markets collapsed, leading to the terribly
dangerous balance of payments crisis we are facing today.
During the five years of the so-called Reagan recovery, our
infrastructure rotted away, more and more of the most productive
farms in the world were pushed into bankruptcy, while industries
collapsed, and more and more communities and families were pushed
into misery. This rot, bankruptcy, and misery, is what the
President called his 'recovery'.

ANNOUNCER: It was actually under Ronald Reagan, and into
the Bush Adminstration that the hedonistic ideology of the
"Me Generation" of the late 1960s and early 1970s came to
fuition in this nation. Under the 10-year influence of the
post-industrial-society cult, we stopped looking up to competent
industrial managers, scientists, and inventors; the new role
model became the Yuppie, the Ivan Boesky, the Michael Milken:
the parasite who became rich at the expense of his neighbors,
and got away with it.
LAROUCHE: President Lyndon Johnson, virtually at the point
of the guns which shot Kennedy, capitulated in approximately
1966 to this post-industrial policy. Since that time, every
nominated Democratic and Republican candidate for President,
shared the same basic trend in philosophy of government --
a philosophy of government which turned this nation away from
a commitment to scientific and technological progress, and
education, and health care, and wages, and family values to
match -- into an anti-family, anti-science, anti-rational,
Malthusian, post-industrial policy. It was under those policies,
that every Administration, no matter what differences they
had among them on secondary issues -- and every candidacy
of every nominated Democrat and Republican for the Presidency,
EVERYONE -- was commited step by step to taking this country
down, peice by piece, to the Hell and Chaos into which we're
plunging today.
And, there are some of you who, at this point, are seriously
considering voting for a choice from among two candidacies --
that of Bush, and that of Clinton -- which at this point
represent a policy in that tradition, but even worse. What Bush
is proposing, and what Clinton is proposing, under the name of
unworkable budget balancing measures, is what we called, back in
the 1930s, fascism.
The last time the United States actually witnessed a
broad social movement for a better America, was during the
civil rights movement of the 1960s, especially under the
leadership of Martin Luther King, up to the time he was shot.
In that period, many Americans, inspired by our successes
in aerospace development, were prepared to fight for justice,
and for economic equality, and for a better education for EVERY
American, whatever their skin color or national origin.
One of the leaders of that 1960s civil rights movement,
who is still fighting today, is the Reverend James Bevel.
Jim Bevel was one of the founders of the Student Nonviolent
Coordinating Committee, and was the organizer, assigned to
this work by Dr. Martin Luther King, to lead such things as
the famous civil rights campaign in Mississipi, and in Selma
and Birmingham, Alabama. I am honored that James Bevel has
accepted my nomination for him to be my Vice Presidential
running mate.
REV. JAMES BEVEL: There is a guy in the country named LaRouche.
Have you heard of him? Everybody and their mom and dad are
throwing rocks at this man. They say he's the worse man in the
whole world. They tell more lies on him than they told on
Socrates. They beat up on him more than they did Jesus. And they
locked him up more than they did Martin Luther King.
What is it that's in a man's mind or not in a man's mind,
that makes him assume that the color of the skin of a person has
anything to do with the quality of the person's character? And
whenever a white man comes to the scene and insists that black
women should not be something you play with, white men have
problems with him. He can't get into the club. Whenever a white
man comes along and believes that black men should be treated and
educated so that they not be some
sambo-scratching-and-giggling-and-looking-foolish, but have the
right to produce business and industry, and develop their minds
-- whenever a white man comes along and insists that black men be
treated as men and children of God, white folk have problems with
him. And sometime I'm going to sit with you guys. But I'm
trying to learn about that foolishness, because I've never been
able to understand it. When you have problems when a white man
insists that black men are men, you shouldn't have a problem with
that. LaRouche is in jail, because he knows and respects black
folk.
Do y'all know why there was a movement in Montgomery?
Because Rosa Parks wouldn't accept the lesser of two evils.
Do y'all know why Martin Luther King is Martin Luther King
for ever in history? Because he never would accept the lesser
of two evils. Do you know why the Revolutionary War was fought
and the King got put out of America? Because Washington wouldn't
accept the lesser of two evils. Do YOU understand that?
So they said, well y'all have got to accept the lesser of
two evils. So the Negros went on back home, took the coffee
and donut money, when on back home crying, that they had to
vote for the lesser of two evils.
Let me tell you something. I don't play about this. Any
black person in America who votes for anybody who has principles
less than Martin Luther King, you ought to be dead. You ought to
be a slave forever. Because when you go beneath the principles of
a man who gave you the right to vote, then who do you think you
are? What do you think you're doing?

LAROUCHE: The U.S. economy has been sliding downhill rapidly
ever since October 1987. Yes, stock market prices, and Yuppies
are making money in speculation -- but: more and more poor,
more and more unemployed, fewer and fewer industrial jobs,
lower and lower standards of living, more and more homelessness,
more and more infrastructure breaking down, prices going higher
all the time, and real wages coming down for most people --
schools collapsing, medical facilities collapsing, everything
falling apart. This is a DEPRESSION.
They've been telling you that we've been shelling out money
to countries all over the world. Well, we've been giving some
money to Israel, but to most everybody else, we've been giving
nothing -- we've been TAKING, directly contrary to the reports
you've been getting. And, the countries from which we've been
taking support, such as Mexico, which we've been looting for the
last ten years, are now collapsing, and can't support us any
more.
If we continue with this so-called free trade policy,
with this post-industrial policy, there is no hope for a
recovery of the U.S. economy, ever -- EVER.
Only if we admit -- and that means you -- that we are in a
worldwide depression, and use that word -- "depression" not
"recession" -- are we likely to come to the political decision to
make those changes in policies we have to make, to get out of
this mess.
I can assure you of the following: on the day that I am
inaugurated as President of the United States, I will act
immediately to halt this depression, and to get the Unites States
back on the road toward recovery.
On that date, I will send a bill to Congress, accompanying
my delaration of a national economic emergency, and announcing,
clearly, that the United States government, at last, is going
to face the reality that a world depression is in progress.
The bill I'll send to Congress will ask Congress to
recognize the fact that I have implemented Section 8, Article 1
of the U.S. Constitution, have nationalized the Federal
Reserve under that Constitution's provisions, and have converted
the Federal Reserve into a true National Bank, of the type used
by the first George Washington Adminstration. This bill will
also request Congress, under the Constitution, to give me
authorization for the Treasurer of the U.S. to issue an initial
issue of more than a trillion dollars in new Treasury notes.
Over half that one trillion dollars will be issued to state
and Federal authorities, or to their private vendors or
subcontractors, for public infrastructural works. This will
create at least three million jobs in the public sector, and an
additional three million jobs in the private sector. These six
million jobs -- and we will have six million new, useful jobs --
will be devoted to rebuilding the five vital components of
America's industrial infrastructure.
A growing economy and a growing population needs vastly
expanded water supplies -- we're in a national water crisis.
The LaRouche-Bevel Administration will revive plans for the
North American Water and Power Alliance, called NAWAPA, a
system of reservoirs and canals that will divert rainfaall
from the Northwest corner of the continent, down through
Canada, and into the United States and Mexico.
Second, our transportation system has collapsed. The
LaRouche-Bevel Adminstration will maintain existing roads
adequately, but we will concentrate on construction of new,
large-scale railroad systems, including magnetically-levitated
trains in high-density areas of population, capable of speeds of
over 300 miles per hour.
Third, the nuclear fussion and nuclear fusion power that we
must have -- for which there is not alternative -- to fuel an
industrial recovery, has been brought to a standstill by budget
cuts and by the illiterate hysteria of anti-science extremists.
The LaRouche-Bevel Administration will make the United States a
prosperous, energy-based economy, and will mandate the
brute-force scientific development of clean, and abundant fusion
energy.
Next: it is the policy of that new Administration that,
every American who has the need, must be, and will be given
adequate health care. Our Administration will mandate hospital
construction in order to provide enough beds, by type of
anticipated future need. As America is put back to work, more
employers and employees will be able to afford health insurance,
while, at the same time, a higher tax base will be available for
public hospitals.
Next: educating our children simply to pass multiple-choice
questionnaires, is a worthless form of education for the tasks of
the 21st century. Our Administration will lead a return to
classical education, combined with a new version of the old,
1930s Civilian Conservation Corps, which will provide jobs and
training for young people who otherwise have no hope of
successful entry into the economy.
ANNOUNCER: These five areas of infrastructural development
are long overdue, and, without them, there will be no industrial
recovery. However, to have a healthy and growing economny
into the 21st century, we will need something more. We will
need a science driver, very much like, in principle, President
Kennedy's Apollo Project.
Today, the best available choice, would be a long-range
build-up toward the colonization of Mars -- which Lyndon LaRouche
described in detail in a 1988 national campaign broadcast.
LAROUCHE: Are you going to vote for the policies which best fit
a Mussolini, or a Hitler? Do you want a Mussolini in the White
House? And, if you vote for either of these guys, if they stick
to what they're profiling today, that is exactly what you are
going to get.
The problem has been, that you American voters wish to
blame Washington for your troubles. You've got to accept
part of the blame. It is you, so preoccupied with your
television soap opera and your other cheap recreations, and
not paying attention to business, who have consistently turned
out on election day -- thoughlessly, almost -- to vote for
what you consider the lesser evil. And, every time you've
voted, what you've done is, you've brought in evil.
Now, if you're planning to vote for the lesser evil, what
happens to you, your family, and this nation: for that you can
blame nobody but yourself. If you care about this nation, you're
going to think about an alternative, as many of you who were
thinking about voting for Perot and others, were saying: that you
don't trust either of the major parties, that you've learned a
lesson after a long period of time -- at least, many of you have
-- that with the Democratic and Republican parties, as they're
structured today, America hasn't got a chance.
