MINUTES

1) Administrivia

o Approval of the Minutes

  The minutes of the teleconferences on November 9th, November 10th,
  November 30th and December 2nd as well as the minutes of the meeting
  of November 20th held during the IETF plenary session in Washington
  D.C. were approved.

2) Protocol Actions

  In email prior to this meeting, the IESG agreed that balloting will
  be used in conjunction with the regular IESG meetings to approve
  protocol actions.  Presence at an IESG meeting without raising an
  objection is considered a "yes" vote.

o Token Ring MIB

  The Token Ring MIB waiting for the completion of a survey of current
  implementations before being moved to Draft Standard.

o Identity Protocol and Ident MIB

  The IESG approved the elevation of the Identity Protocol and the
  Ident MIB to Proposed Standard.  The IESG had previously asked for a
  revision to the protocol to reflect the current understanding of
  character handling and this change was made and approved by the
  Working Group.

ACTION: Vaudreuil -- Send a protocol action notice to the RFC Editor
and the IETF elevating the Identity protocol and the Ident MIB to
Proposed Standard.

o FTP/FTAM Gateway Specification

  The IESG has issued a last call for the FTP/FTAM gateway
  specification and received initial comments on the suitability of
  this specification for standardization.  The comments primarily
  addressed the small constituency for the protocol and the need for
  change control and evolution.  The IESG noted that there are three
  implementations, one of them of an earlier version and that although
  small, the need for the gateways will cause them to be implemented.
  The specification did not originate from a Working Group but was
  reviewed by the OSI General Working Group when it existed and was
  reviewed again at the Washington DC plenary meeting in a BOF.   The
  IESG agreed to continue with the last call for Proposed Standard.

ACTION: Hobby -- Research and prepare a technical summary of the
FTP/FTAM Gateway protocol and a report on the constituency of the
protocol.

o MTU Discovery

  RFC 1191, Path MTU Discovery has expired its two years in grade as a
  Proposed Standard.   The protocol is widely implemented but its
  operational usage is limited by the existence of routers that
  suppress ICMP messages. (to work around an old 4.2 BSD bug)  The
  IESG discussed whether this was such a significant problem that the
  protocol should be abandoned and agreed that it was not.  The 4.2
  BSD behavior in the face of unrecognized ICMP messages is
  non-conforming and should not be an obstacle to further evolution of
  the Internet. (Implemented by Sun, Cray, and FTP Software among
  others)

ACTION: Vaudreuil -- With text from Stev Knowles outlining the current
operational experience, send a last call for the elevation of MTU
Discovery to Draft Standard.

o DS1 MIB/ DS3  MIB

  A bug is the DS1 and DS3 MIB specifications has been found which
  will be corrected in the next version of the MIBs.  To send a clear
  signal that these should not be implemented, the Working Group has
  requested that these documents be moved to historic.

ACTION: Vaudreuil -- Send a last call to the IETF requesting comments
on the movement of DS1 and DS3 MIBS to historic.

o IP Addressing

  The IP Addressing paper submitted to the IESG for Proposed Standard
  has been split into two documents.  A section by Elise Gerich has
  been published as RFC 1366, "Guidelines for Management of IP Address
  Space" and the remainder has been reposted as an Internet Draft.
  The Authors have asked that the documents progressed.  The IESG
  discussed the document and agreed that the Internet Draft
  "Guidelines for IP Address Allocation" should be published as an
  Informational RFC.

ACTION: Vaudreuil -- After getting comments from Yackov, send a
document action to the RFC Editor and IETF for the IP Addressing
Guidelines to Informational mentioning the original submission for
Proposed Standard.


Technical Management Issues

o Approval of IESG Re-Organization

  The IESG discussed and approved the two-phase re-alignment of IESG
  Areas discussed at the December 2nd special teleconference.

ACTION: Gross -- Announce the IESG re-organization to the IETF mailing
list.

ACTION: Vaudreuil -- Update the secretariat records to reflect the new
IESG structure.

o IP Version 7 Protocol Review

  The IESG recognizes that a comprehensive review of the ROAD
  protocols is not likely to be completed by December 15th as hoped
  for in the IETF Plenary.  To discuss the course of action a single
  topic teleconference was planned.  The date is to be announced.

ACTION: Coya -- Set up a IESG Teleconference to discuss the ROAD
Proposals and planning.

o Sun NFS and RPC

  Sun has expressed an interest to the IESG to move NFS and RPC into
  the IETF standards process.  They recognize that this will entail
  giving change control to the IETF.  The IESG discussed (briefly)
  this proposal and agreed to it enthusiastically.  The
  standardization of NFS and RPC has been an goal for several
  years.

ACTION: Hobby -- Explore with SUN the details of giving change control
to the IETF for standardizing NFS and RPC.

Appendix - Summary of Action Items

ACTION: Vaudreuil -- Send a protocol action notice to the RFC Editor
