The message is probably referring to a line hooked to another machine that's
spitting out characters at a high rate; presumably, there's a retry protocol
that's working right. Silo overflows here happen most often when some other
device gets some sort of I/O error and feels this urge to dump bits all over
our console -- and we've got some *awfully* strange devices on our UBAs.
