Lost Lines

We have been getting a rash of messages which have the first 'n' lines
removed. This seems (intuitively) like it could only happen as a result
of a 'rnews' bug, not a transmission error. Transmission errors seldom
elide data from the middle of a message.

The most recent example of this was the recent net.ucds message.

I would like to suggest the following:

1) A new header line in the News Article: 'Checksum: 456789'

2) An rnews request for certain articles. This would be (e.g.) rnews
acceting a special argument which indicates that the standard input is
a list of articles which should be re-transmitted to site 'x'. This
would allow sites to automatically request retransmissions of garbled
messages.

3) A site should not enter a garbled article into its history list or
retransmit it, but should append the article name to a special list for
retransmission request.
