make a group, can a group
In response to Mark's suggestion, limiting the number of newsgroups is
(in my opinion) a bad idea.  This tries to cover up a problem, not
solve it.  Canning stale groups is an excellent idea, but I don't see
what that has to do with limiting the number of newsgroups.  Limiting
the number of newsgroups wouldn't limit traffic, it seems to me that
the step toward limiting the number of newsgroups is analogous to
having no newsgroups at all (i.e. one newsgroup).  The more varied the
topics are on this net, the more newsgroups we'll need, and eventually,
we'd have to subscribe to net.tele to get all the newsgroups that we
might have wanted to start with the letters tele, but didn't have the
names to spare (television, telephone, teleprompter, teleportation,
telgraph-hill, telescope, teleology, teleran, teletypewriter (oh, can't
have that, it's more than 13 characters and would goof up some
cretinous mail handler with whom we must maintain compatibility, I
forgot, sorry), telex, etc...).

Reminds me of "...for want of a shoe the horse was lost," all for the
want of more groupnames.  I don't think limiting the number of names by
deleting one for every one you create is a reasonable solution.
