Article ID's are here to stay and are becoming MORE useful, not less.
Soon you will be able to ask in B news (you always could in A) what
ucbvax.123 is.

As to posting to a particular site, it isn't hard to fix up the message
you submit to the other site to arrange to post to "general" when you
really posted it to "to.duke", say.  I think UNC has this feature running,
and it was at one point on Berkeley's wish list - maybe it's even there
and I don't know about it.  But a little editing of the spool file by
hand will do it in any case.
