In canada, the videotapes are now the official record (called the Hansard)
of the proceedings in the House.  Most cable companies broadcast them
at all times while the members are sitting.  The cameramen are employees
of the government too.  I recall when the service was first instituted.
Members, not wishing the public to know how poorly attended some sessions
were, would run back and forth to sit behind the speaker so that the room
looked full.  They have given this up now, though.
