Splitting up net. and pers.
It was suggested that some sites might not want to carry pers. because
of a risk of lawsuits. This implies that whoever makes the division
between net. and pers. in naming newsgroups is taking on responsibility
for the content of the net. groups. If the committee says, here is net.,
it contains business and computer stuff only, and doesn't assure this,
then it is meaningless. If the do assure it, then they run into problems.
